Regional investments anticipate future needs (apply collective experience) High Collective funding for statistical collaboration across the Region low focus on statistical integration includes microdata analysis, international statistical frameworks and information about previously unexplored fields Ability to regularly publish a wide range of regional statistics based on harmonization of statistical practices Publish timely annual and monthly core statistics at a regional level Capacity to repeat annual and monthly operations Capacity to extend statistical activities and maintain regular activity Capacity to change the scope and quality of statistics Anticipate change in direction of statistical sources and statistical measures Publish timetable in advance to release repeated annual and sub-annual operations Make advance commitments for release of new statistics, and Meet timetable published in advance to release repeated operations Provide users with expanded access, integration and control of services Contribute to international statistical thinking. Infrastructure shifts to enable large scale changes within short periods Incremental change series by series Co-ordinate expansion of statistics as new sources are available Enable infrastructure changes that gradually integrate processes across types of statistical sources, and enable common access services Policy review or international standards can set new direction for fields of statistics Competence in individual statistics Leadership of National Statistical institute Leadership of National Statistical System Lead field of statistics Potential for very high achievement Manage obsolescence Leadership of field of statistics Application office wide of common standards Narrow Regional Leadership Integrated regional programmes Scope of regional economic and political integration

Achievable levels of Regional Statistical Co-operation
Capacity to publish annual and monthly core statistics for region (common minimum capability) Comprehensive investment programme underpinning sources of regularly published regional statistics (common standards, systems) Capacity to change the scope and quality of statistics Anticipate change in direction of statistical sources and statistical measures Publish timetable in advance to release core regional statistics including periodic population census Core regional statistics extended to key frameworks Provide users with expanded access, integration and control of services Meet timetable published in advance to release repeated operations Contribute to international statistical thinking. Incremental change source by source Common regional classifications and standards Co-ordinate expansion of statistics as new sources are available Enable common access services Shared experience in developing administrative sources Commonality of infrastructure enables changes in regional measures within short periods Policy review or international standards can set new direction for fields of statistics National competence in individual statistics Regional leadership and technical training for national statistical institutes Joint leadership by National Statistical institutes of regional investment strategy Leadership of regional statistical system Regional centres of expertise Potential for very high achievement Manage obsolescence Leadership of field of statistics
