Taft Becomes President
The debate over what should become of America’s wilderness raged on in the early 20th century Roosevelt refused a third term in 1908. Roosevelt basically handpicks his successor, William Howard Taft (R). Taft won in a landslide over third time nominee, William Jennings Bryan (D).

Taft Becomes President cont.
Taft- cautiously progressive president. Received little credit for his accomplishments. He busted 90 trusts in 4 years compared to Roosevelt’s 44 in 8 years. Taft never felt like the president. Taft never used the presidency to aid him with public opinion. Taft claimed he would lower tariffs. The Payne Bill, a bill to lower rates on many manufactured goods, was passed by the house of reps.

Taft Becomes President cont.
The Payne Bill was not passed by the Senate. Many of the bills tariff cuts were eliminated by the Senate which proposed the Aldrich bill. Taft signed the Payne-Aldrich Tariff even though his own party members felt betrayed. In addition Taft hired Richard Ballinger as his secretary of the Interior. Ballinger sold and released protected lands to private business interests further angering the progressives. After disputes with Ballinger, Pinchot is fired as head of Forest Service.

The Republican Party Splits
Taft’s support of Republican political boss Joe Cannon further alienates progressive Republicans. Cannon was the Speaker of the House, and decided what bills congress considered. Cannon ignored progressive bills. Progressive Republicans and Conservative Republicans battled against each other. Progressive republicans figure out a way to strip Cannon of his power by forming a committee that excludes the Speaker of the House. Issues between the two were the rising cost of living.

Teddy Roosevelt became leader of the progressive party, called Bull Moose Party. Bull Moose Party called for: Direct election of senators The initiative, referendum, and recall in all states Advocated woman suffrage National workmen’s compensation 8 hour work day Minimum wage for women Federal law against child labor Federal trade commission to regulate business

Democrats Win in 1912 Reform candidates get 75% of the vote in 1912.
Democrats had easy victory in 1912 election because the split between the progressives & conservatives in the Republican Party. Reform Democrat Woodrow Wilson wins the election of 1912. Wilson passed many reform bills in New Jersey as governor and now planned to reform more nationally with what was called “Wilson’s New Freedom.” Wilson’s New freedom demanded stronger antitrust legislation, banking reform, and reduced tariffs. Wilson was for small business & free-market competition and characterized business monopolies as evil.
