How to Talk to Families about the 3 Global Outcomes and the EI Program
Section 2 How to Talk to Families about the 3 Global Outcomes and the EI Program Facilitator’s Notes: Handouts used in Section 2: How to Talk to Families Future State Community Process Map, if available (Community Specific) Colorado Global Outcomes Family worksheet (Resource) 3 Global Outcomes Early Intervention Colorado Child and Family Measurements Washington EI Brochure Resources and Activities to Integrate the Child Outcomes into the IFSP Process (Resource) The 3 global outcomes are used as an organizing framework for first conversations with the family. The purpose of EI is to support families facilitate their child’s participation within the places and activities of their daily life. The child’s progress in the three global outcomes is an important factor to be considered in developing individualized plans for eligible children and families.

Key Principles Addressed
Infants and toddlers learn best through every day experiences and interactions with familiar people in familiar contexts All families, with the necessary supports and resources, can enhance their children’s learning and development The primary role of the service provider in early intervention is to work with and support the family members and caregivers in a child’s life The early intervention process, from initial contacts through transition, must be dynamic and individualized to reflect the child’s and family members’ preferences, learning styles and cultural beliefs IFSP outcomes must be functional and based on children’s and families’ needs and priorities The family’s priorities, needs and interests are addressed most appropriately by a primary provider who represents and receives team and community support Interventions with young children and family members must be based on explicit principles, validated practices, best available research and relevant laws and regulations OSEP TA Communities of Practice – Part C Settings Facilitator’s Notes: This section, relating to talking to families, addresses all of the Key Principles because early intervention is family-focused throughout and it is important that families fully understand each step of the process, including how information is gathered.

Introducing EI Program to Families
Includes 3 Global Outcomes throughout: Intake Evaluation Eligibility Family Assessment IFSP Families will also participate in all team meetings where information is gathered and shared Facilitator’s Notes: When talking to families, reference the 3 global outcomes throughout the entire process, including how they relate to the IFSP outcomes and early intervention service delivery.

Key Points The 3 Global Outcomes are used as an organizing framework for the first conversations with family and throughout the process This can begin as early as the referral process No matter what your role is in the process you are talking to families about what is happening in the context of the three global outcomes Example: Intake person talks to families about how progress is measured in the 3 Global Outcome areas compared to same-age peers Evaluators talk about skills in relationship to functional Global Outcomes Service Coordinators talk to families about how the entire process informs the global outcomes and individual IFSP outcomes Providers talk to families about how the services they are providing will help the child make progress in the 3 global outcome areas Facilitator’s Notes: Discuss how different participants in the IFSP process can discuss these concepts with families. The concepts of the 3 Global Outcomes, developing positive social emotional skills and relationships, acquiring and using knowledge and skills, and using appropriate behaviors to meet their needs, are used throughout early childhood programs and can be a unifying concept across programs.

It may be beneficial to review the Community “future state” document developed during community mapping with participants in order to develop a shared understanding of the processes to be implemented in the community as you move forward with the integration process.

Talking with Families about the 3 Global Outcomes
Activity 2.1 Facilitator’s Notes: Activity 2.1 Handouts: 3 Global Outcomes Early Intervention Colorado Child and Family Measurements Washington EI Brochure Working with a partner or in a small group Review the Colorado Outcomes FAQ and Washington State EI Brochure Think about your role in early intervention Discuss with your group key points that families need to know when introducing the 3 Global Outcomes Document one key point Consider the perspective of what information should be shared by evaluators, service coordinators, service providers, and community partners. Note: Reinforce the point that each participant should think about how they will integrate talking about the Global Outcomes into their own contacts with families. Community Action - Try It Out
Suggestion: Review and revise internal program forms to include prompts to gather basic information about the child in the three global outcome areas during referral and evaluation. During the first conversations with families, consider asking questions such as: How does he get along with his brothers and sisters? Tell me about what he does with the toys he plays with most often? How does he typically move around the house? See other suggestions on the document entitled “Resources and Activities to Integrate the Child Outcomes into the IFSP Process” (Resources) Facilitator’s Notes: Handout: Resources and Activities to Integrate the Child Outcomes into the IFSP Process Briefly review this resource. This document gives examples of activities that a local community may choose to do as they move forward in implementing the integrated Global Outcomes/IFSP process.
