These three ramps were constructed in the late 1980s and early 1990s as part of the overall construction of I-394. 3 Ownership and Management
FHWA OVERSIGHT MnDOT OWNER MINNEAPOLIS PUBLIC WORKS MANAGER Unique ownership and management structure for the ABC Ramps. Primary funding came from FHWA, which continues to exercise oversight of the ramps. Officially, MnDOT is the owner, and there are requirements that MnDOT continues to own for a period of time (approximately 50 years). The City of Minneapolis manages the ramps, and the City has contracted with ABM to operate them. Move Minneapolis is the Transportation Management Organization which communicates with downtown Minneapolis travelers about sustainable transportation options. 4 The Changing Landscape
But what if my kid gets sick? I already paid for my monthly parking pass! It’s hard to find someone to carpool with. My company only offers tax benefits for parking. Some days I need to drive myself to meetings... It’s transit OR parking; there’s no flexibility! It would help if I could do this on my smartphone.

5 Transportation Program Opportunities

Space utilization Apps, bar code readers, carpool detection etc. Sharing culture, apps etc. The general expectation in today’s culture is for seamless information availability and instant access to a wide variety of options.

Casting a wide net with electronic survey. Quick in-person questions during the skyway intercept. And longer, more in-depth discussion during the roundtable, listening sessions, conducting these like focus groups.

7 Key Findings and Themes
We heard that people mainly drive alone, even if that’s not what they would always prefer. They are desperate for more flexibility, with options to choose on a daily basis. One of the main reasons they do drive is that parking is offered as a tax free benefit through their employer. Technology was another recurring theme, with most respondents suggesting that this should be part of any solution. Finally, on the ABC Ramps specifically, perceptions about safety and security remain at the top of the list of people’s concerns.

Commuters want flexibility! Employers can provide: flexible parking and transit benefit access to a fleet car or car share education and relocation support with Move Minneapolis

11 Parking FlexPass A flexible contract that provides discounted access to parking and transit for a specified number of days each month Coordination with employers and benefits administrators to offer the program through tax-saving payroll deductions

12 Mobility Hub Provide traveler information to facilitate flexible transportation choices Enable seamless transfer between modes, including transit, parking, biking, walking, and shared mobility options
