2 CMO mechanisms The Common Market Organisation (CMO) is a set of rules which regulates agricultural markets in the European Union. It builds on the rules for the common market in goods and services with specific policy tools that help improve the functioning of agricultural markets. The CMO sets out the parameters for intervening on agricultural markets and providing sector-specific support (e.g. for fruits and vegetables, wine, olive oil sectors, school schemes). It also includes rules on marketing of agricultural products (e.g. marketing standards, geographical indications, labelling) and thefunctioning of producer- and interbranch organisations. The  CMO's legal basis is Regulation (EU) No 1308/2013

Public intervention (eligible products) Beef and veal sector: Products eligible for buying-in under public intervention shall originate in the Union fresh or chilled meat of the beef and veal sector falling within CN codes and to : — Carcasses and half-carcasses Other cuts with bone in: — Compensated quarters — Unseparated or separated forequarters — Unseparated or separated hindquarters beef and veal, throughout the year

May be opened by implementing act without the participation of the committee when the market price falls over a representative period less than 85% of the reference threshold of EUR / tonne, i.e EUR/ tonne (for carcasses of male bovine animals of conformation/fat cover class R3) Recent public intervention in the beef sector in the EU was opened on the beginning of the XXI century - the BSE crisis.

Private storage (eligible products) Products eligible for buying-in under public intervention shall originate in the Union Aid for private storage may be granted in respect of the following products: fresh or chilled meat of bovine animals aged eight months or more; pigmeat ; sheepmeat and goatmeat

Aid for private storage may be decided by the European Commission, taking into account the market situation, including the average market prices recorded in the EU, thresholds reference and production costs, and the need to respond in a timely manner on the particularly difficult market situation.

The level of the amount of aid, as well as the range of products covered by them defines the European Commission by implementing act. Last aid for private storage was launched in the pigmeat sector: applications were accepted from 4 January 2016 (COMMISSION IMPLEMENTING REGULATION (EU) 2015/2334 of 14 December 2015 opening private storage for pigmeat and fixing in advance the amount of aid).
