Development of national e-strategies, including the necessary human capacity building, should be encouraged by all countries by 2005. Implement e-government strategies focusing on applications aimed at innovating and promoting transparency in public administrations and democratic processes, improving efficiency and strengthening relations with citizens. Develop national e-government initiatives and services, at all levels, adapted to the needs of citizens and business, to achieve a more efficient allocation of resources and public goods. Support international cooperation initiatives in the field of e-government, in order to enhance transparency, accountability and efficiency at all levels of government. 22 February 2019

Inititive one: World Class Future-Proof ICT Infrastructure
Provide affordable and secure access to critical ICT that protects against obsolescence . What do we want to achieve? Make broad bandwidth connectivity in both wired and wireless domains available nationwide Ensure that access to appropriate bandwidth is within physical and financial reach of all Create a secure and flexible enabling ICT infrastructure to effectively leverage the network How will we do it? Program 1.1 – Build out a robust, advanced national communications network Program 1.2 – Create the regulatory framework necessary to manage both the network and the content that will flow on it Program 1.3 – Identify and install other essential enabling components to create, manage, store, share,and access the information and content Why are we doing it? To empower businesses, citizens, government, healthcare, and academia to achieve their own goals and play a strong role as part of the Information Society and the global economy Who will take the lead? Lead Responsibility: Qtel, ICT Entity When will it be done ? The infrastructure should be deployed over the course of 4 years to 10 years 22 February 2019
