File Certification Process
Employer Sends Enrollment File Employer/RSA resolve Enrollment File Load Exceptions and Employer re-sends updated file (We are here) Employer/RSA resolve Enrollment File Business Edit Exceptions and Employer re-sends updated file Employer Sends Contribution File Employer/RSA resolve Contribution File Load Exceptions and Employer re-sends updated file Employer/RSA resolve Contribution File Business Edit Exceptions and Employer re-sends updated file File Certification is now complete. Dual Enrollments When should an employee have more than 1 enrollment?
Only when the employee has 2 primary full time positions Examples: A full time teacher who is also a full time bus driver A full time lunchroom worker who is also a full time custodian A full time bus aide who is also a lunchroom worker

Overtime What is the overtime limit for retirement contributions?
An employee’s contribution limit is 120% (Tier 1) and 125% Tier 2 Effective May 2018, overtime limits apply only to employees who are non-exempt and receive overtime pay Example: 12 month maintenance worker with contract of $18,000 Tier 1 limit: $18,000 X 120% = $21, maximum salary for contributions Tier 2 limit: $18,000 X 125% = $22, maximum salary for contributions

Error Code Severity There are five separate severities seen on the Outstanding Load Error Report: 1. Reject Record – A record with a severity error of “Reject Record” will require the agency to fix a problem with this record within their file and re-upload the file. These errors cannot be fixed within the ESS Portal. 2. Reject File – A record with a severity error of “Reject File” will require the agency to fix a problem with the file and re-upload the file. These errors cannot be fixed within the ESS Portal.

Error Code Severity There are five separate severities seen on the Outstanding Load Error Report: 3. Error – A record with a severity error of “Error” will require the agency to fix the problem in the file and re-upload or edit this record via manual entry within the ESS Portal. 4. Warning – A record with a severity error of “Warning” will require the agency to override the warning within the ESS Portal.

Frequent Load Errors There are five separate severities seen on the Outstanding Load Error Report: 5. Informational – An “Informational” error will not prevent the enrollment file from loading. However, these errors should still be corrected as they may be inconsistent with the contribution file and cause it to fail to load.

Frequent Load Errors ER Date of Birth is not valid or does not match the existing data for this employee. Severity – Error This error is most commonly triggered due the reported Date of Birth not matching the Date of Birth held by the RSA. PID SSN Employee Name Error Code Error Description Severity Line Number Error Field and Value XXX-XX-1234 MOUSE, MICKEY FAUNTLEROY ER0041 Date of Birth is not valid or does not match the existing data for this member. Frequent Load Errors ER LOA Status Effective Date is blank or invalid. Severity – Error Per the File Format, this field cannot be blank. The initial Enrollment File should report a LOA Status Effective Date for the most recent LOA Status change, unless currently on LOA. If an employee has never been on unpaid LOA, the LOA Status Date for their enrollment should equal their Enrollment Begin Date. If the LOA Status field is changed, the RSA system expects an update to the LOA Status Effective Date. This error is most commonly triggered due to blanks being reported.

Frequent Load Errors ER0517 – Tier/Group {Tier/Group Submitted} is not valid for {First Name} {Middle Name} {Last Name} and has been overwritten with Tier/Group {Derived Tier/Group}. Severity – Informational This error occurs when the Tier submitted on an agency’s file is different than the Tier held by RSA. For example, an agency does not know one of their part-time employees participates with another agency (as Tier 1) and sends the employee as Tier 99. This informational messages is to let the employer know the RSA has a different Tier, and has overwritten Tier 99 with Tier 1 for this employee’s enrollment record.

Next Steps Please fix the exceptions in your file which were sent to you by RSA staff (via Outstanding Load Error Report). Send the corrected file back to RSA staff via secure file transfer. RSA staff will run business edit validations on the corrected file and report any exceptions back to you.
