8 Conclusions 1) Eurostat considers the JFSQ deadline in the second week in October to be reasonable for the use of the national PRODCOM data by the Member States when submitting JFSQ data. Only in exceptional circumstances will Eurostat accept a delay of not more than 4 weeks. 2) The JFSQ worksheet JQ1 section on removals of wood from the forest was well completed. However, Member States should make efforts to estimate fuelwood more realistically. Eurostat proposes they use existing estimates produced under the Regulation on energy statistics for household consumption of solid biofuels excluding charcoal, or other sources. 3) In some cases, data on removals of industrial roundwood may also be under-estimated. 4) Completeness of the production data is the biggest problem with the JFSQ: – Complete data are found for removals of wood from the forest and for the production of charcoal, pellets, other agglomerates, chips, wood residues and all sawnwood except tropical sawnwood. – Incomplete data in descending order, from more to less complete, are found in paper & paperboard, wood panels, tropical sawnwood, tropical veneers, tropical plywood, and wood pulp. 5) Maintaining the status quo on incomplete production data is not an option; solutions must be found because data users should not find published tables without data in over 50% of the cells. Eurostat is obliged to publish all data it collects.

9 Possible solutions 1) Correspondents should consistently use national PRODCOM data if available 2) Correspondents should use data from national industrial associations 3) If both (1) and (2) are confidential, the correspondent should make efforts to provide realistic estimates using other sources: find out whether production is increasing, unchanged, or decreasing, based on economic data, capacity of mills, and industry reports. The correspondents are expected to be industry experts capable of making realistic estimates. 4) The Inter-Secretariat Working Group on Forest Sector Statistics (IWG-FS, composed of Eurostat, UNECE, FAO and ITTO, meeting on February 2018) could simplify the breakdown of worksheet JQ1 by making only certain products to be declared 5) The IWG-FS could merge certain products, such as types of pulp or plywood
