Understanding the New Micro-Purchase Thresholds

GPC Policy
The currently authorized* micro-purchase thresholds (MPTs) are as follows:
What requirements are no longer applicable?
Construction subject to 40 U.S.C. Chapter 31, Subchapter IV, Wage Rate Requirements (Construction): $2,000
Services subject to 41 U.S.C. Chapter 67, Service Contract Labor Standards: $2,500
Federal-wide open-market micro-purchases: $10,000
Federal-wide higher education open-market micro-purchases: $10,000 or greater
GPC contingency (inside the United States): $20,000
GPC contingency (outside the United States): $30,000
GPC convenience checks: $5,000
The former*** $10,000 MPTs for (a) Basic Research Programs and (b) activities of the DoD Science and Technology Reinvention Laboratories are rescinded.
Also rescinded is the former requirement to set aside open- market micro-purchases valued between $3, and $5,000 for Small Businesses. FAR requires acquisitions valued between the MPT and Simplified Acquisition Threshold (SAT) be set aside for small business concerns.
What else is important to keep in mind?
Ensure CH single purchase limits are raised only if:
Anticipated mission requirements and historical spending patterns demonstrate a need to raise the account’s currently authorized limit.****
For CH accounts with single purchase limits exceeding $3,500, the CH has been appropriately trained to follow Federal, DoD, and Component procedures for purchasing or requesting waivers from Federal Prison Industries.*****
Any increase to a Cardholder’s delegated procurement authority must be authorized by issuance and acceptance of a new GPC Delegation of Procurement Authority Letter.
To minimize risk, Cardholders’ (CH) purchasing limits must be set based on their historical usage.** CHs who have historically purchased up to the MPT ceiling may be considered as having a historical basis for an increase to their single purchase limit.
