Health and Safety Statistics Public Health - PH (HIS, CARE, COD) Health and Safety at Work - HSW (ESAW, EODS) Main partners: NSIs, Ministries of Health, Institutes of Public Health, Labour Inspectorates and Insurances Schemes for HSW For the detailed development and implementation work in PH: Partnership on Public Health Statistics (Eurostat and the 25 MS) Currently based on gentlemen’s agreement between Eurostat & MS Introduction Statistics is a human activity which is as old as our civilization era. Counting of livestock or prisoners goes back to the Soumerians, Babylonians and Egyptians. Later under Aristotle’s philosophy «observation on a systematic way and application of the inductive method» (from the ‘effect’ understand the ‘cause’) becomes Ptolemeus (Soter)and the Alexandria’s Library principle. Romans have practiced the «population census». In the modern times and since the 17th century «counting of populations» becomes a systematic administrative concern and starts giving rise to the organization of statistical bureaus. By the end of the 19th century every European state possesses a National Statistical Service or Institute (NSI) which has the mission to produce «official statistics», that is to collect and disseminate data on a systematic way, about the main economic and social phenomena. 1

Draft proposal : preparation Working Groups (WGs) on PH and HSW Statistics 2004: support for Eurostat to draft a proposal for a Regulation  2005 statistical workprogramme of the Commission Feb-Apr 2005: first proposal discussed (technical issues : subject groups of the Partnership Health for PH, technical groups for HSW) May-July 2005: letter to the 2 WGs with proposal and background information; WGs invited to provide general view and comments; in parallel presentation/discussion with related DGs / their committees 17 MS for PH and 16 for HSW provided written comments, summary included in the background document of the meeting Introduction Statistics is a human activity which is as old as our civilization era. Draft proposal : objectives Establish the legislative framework for current and foreseeable statistical activities in both fields of PH and HSW, ensuring: sustainability of Community statistics in both fields with focus on type and content of statistical data collections consolidation of existing data collections as well as stepwise development and implementation of new data collections increased harmonisation (ESS requirements on comparability) Answering political needs from Community actions and strategies in the PH and HSW areas, the OMC on health care and LT care (Social Protection Committee) and policies on disable people Providing high quality data for the related set of indicators Introduction Statistics is a human activity which is as old as our civilization era. Draft proposal : implementation The annexes indicate only at general level the main characteristics of the statistical data collection covered by each domain Detailed description to be provided in implementing regulations (2nd level) and / or methodological manuals / guidelines (3rd level) Priority order for implementing regulations to be discussed later with MS; coordination role from NSIs needed Financing expected: Eurostat grants policy (preparation phase and 1rst implementation), subdelegations from Commission DGs Introduction Statistics is a human activity which is as old as our civilization era.
