Standardised Social Statistics Variables Item 9 of the draft agenda
Working Group on Population and Housing Censuses Luxemburg, May 2015 Standardised Social Statistics Variables Item 9 of the draft agenda

Variables 1. Sex 2. Date of Birth and Age 3. Arrival / Duration of stay in the country of residence Context Mandate from the Directors of Social Statistics group November 2013 Standardisation of the variables used in European social data collections Two waves: 28 variables are concerned Phase 1: 17 variables autumn 2015 Phase 2: 11 variables spring 2016

Comments of the Working Group
Three 'Phase 1' variables of particular relevance to demography and population census statistics The Working Group is kindly asked to provide its comments about the three following “Phase 1” variables presented in annex: 1. Sex 2. Date of Birth and Age 3. Arrival / Duration of stay in the country of residence Proposed date for sending by , by 18 May, to Or comments at the Working Group on May.
5
Variable 1 name: Sex The variable 'Sex' refers to the biological and physiological characteristics that define a person to be either 'Male' or 'Female' Data should be categorised into ‘Male’ and 'Female', and might in addition contain the category 'Unknown'. Sex Total Male Female Unknown
6
Guidelines In case the biological sex of a person is not known, the information should be replaced by either the administrative sex (administrative data) or the self-declared sex (survey data). In the absence of this information, one of the following shall be done (in order of preference): 1. Information on the variable should be imputed into the data record by attributing the most plausible value; 2. The record is disregarded for all categories except the total and the variable has to be adjusted using an appropriate methodology.
7
Variable 2 Date of birth and Age
‘Date of birth' describes the calendar date on which a person was born. The variable 'Date of birth' is to be used for the transmission of micro data. ‘Age’ is the interval of time between the date of birth and the date of reference. The variable 'Age' is to be used for the transmission and dissemination of tabular data. Measurement: 'Age in completed years' or ’Age reached at the end of the reference year' Category concepts of the variable 'Date of birth' : day, month and year. Category concepts of the variable 'Age': define the time span expressed in a number of years or a time span covering more than one year (e.g. 5-year age groups).

Guidelines 'Age' has to be derived from the variable 'Date of birth'.
Category 'Unknown' in the concept system for 'Age' shall not be used for transmitted data. Where this information is absent, one of the following shall be done in order of preference: 1. Information on the variable should be imputed into the data record by attributing the most plausible value; 2. The record is disregarded for all categories except the total and the variable has to be adjusted using appropriate methodology.

Variable 3 Arrival / Duration of stay in the country of residence
The ‘Date of arrival in the country of residence' describes the calendar date on which a person has most recently established usual residence in the reporting country. The variable 'Date of arrival in the country of residence' is to be used for the transmission of microdata. The ‘Year of arrival in the country of residence' describes the calendar year during which a person has most recently established usual residence in the reporting country. The variable ‘Year of arrival in the country of residence' can be used for the transmission and dissemination of tabular data. The variable 'Duration of stay in the county of residence' shall describe the time span between the point in time when a person most recently established usual residence in the reporting country and the reference date. The variable 'Duration of stay in the county of residence' can be used for the transmission and dissemination of tabular data.
13
'Date of arrival in the country of residence' include the day (specified in two digits), month (specified in two digits) and year (specified in four digits) when a person most recently established usual residence in the country. It also includes the category 'never resided abroad'. 'Year of arrival in the country of residence' describe the calendar year (or group of subsequent calendar years, respectively) in which a person most recently established usual residence in the country. 'Duration of stay in the country of residence' describe the time span between the date of arrival in the country of residence and the date of reference.
14
Options for transmission
'Date of arrival in the country of residence' describes the options to be used for the transmission of microdata containing information on that variable. For any person who has never resided abroad, the categories 'year', 'month' and 'day' do not apply. Options for transmitting 'Date of arrival in the country of residence' 1 2 3 Never resided abroad Year Month Day
15
Standard concept systems of the variables 'Year of arrival in the country of residence' and 'Duration of stay in the country of residence' are recommended guidelines for the transmission and dissemination of tabular data. The standard concept system is valid only until the year 2021 and might be updated for after 2021.

Guidelines Each data record valid for transmission shall report on the single calendar year of the most recent arrival year in the country ('Date of arrival' option 1), or the exact month ('Date of arrival' option 2) or day ('Date of arrival' option 3). For any transmitted data the variables 'Year of arrival in the country of residence' and 'Duration of stay in the country of residence' have to be derived from the variable 'Date of arrival in the country of residence'.
