Current National Inventory System
This is the current inventory system. GÅ IGENOM BILDEN Ministry of Environment has the overall responsibility for the inventory. Swedish EPA has the coordinating responsibility for the environmental monitoring and is involved in the process with ordering data and as expert organisation. Swedish EPA is also responsible for the quality control of the inventory. SMED is a consortium which consist of Swedish Metereological and Hydrological Institute (SMHI), IVL (Swedish Environmental Research Institute) and Statistics Sweden. They are working with the collection of data and calculations of emissions. 22 February, 2019

Energy The GHG invetories are reported to the EU commission in december and to UNFCCC in april. For the submission to EU only preliminary short-term statistics is available. For the submission to UNFCCC the annual statistics is available. The emissions from energy sector are calculated twise, one for the submission to EU and one for the submission to UNFCCC. The annual energy statistics is published almost two years after the reference year. Consequently, short-term statistics have to be used for the submission to EU in december. For the submission to UNFCCC we use the annual statistics. At the same time the submission to EU is updated with the annual energy statistics. Both surveys are mail surveys 22 February, 2019

Preliminary short-term statistics
The Swedish Energy Agency is responsible for the preliminary short-term statistics. These statistics are, among other things, used for short-term projections. The statistics are also used for the GHG inventory to EU by the Swedish EPA. The statistics arises mainly from Quarterly fuel statistics For public electricity and heat production all working units are examined. Fuel consumption from industries are based on a sample survey on working unit level. The results are adjusted to represent all companies in Sweden. The survey includes about 1100 objects. The Swedish Energy Agency is responsible for the preliminary short-term statistics. The Energy Agency uses the statistics to do short-term projections. The Swedish EPA uses the statistics for the submission to EU as well because the annual statistics is not ready in december. Statistics Sweden compiles the data and calculates the emissions. For public electricity and heat production all working units are examined. Fuel consumption from industries are based on a sample survey on working unit level. The results are adjusted to represent all companies in Sweden. The survey includes about objects. 22 February, 2019

Non-energy use of fossil fuels
Consumption for non-energy purposes covers products that are used as input in chemical industries as raw material as well as other non-energy purposes The statistics are based on quarterly fuel statistics 22 February, 2019

Transport The statistics are based on information of delivered amounts of fuel from wholesale dealers on national level. It is a monthly survey which includes all oil trade companies and other liable to maintain stocks of fuels, other companies with large import. Mail survey which includes 70 companies Calculations are mainly based on statistics of delevired amount of fuels from Statistics Sweden. The statistics are based on monthly investigations including all oil trade companies and large importers having a duty to store fuel according to the law about oil storage. Other sector Emissions from other sectors are based on aggregated estimates in published reports. Total consumption in this sector is checked against fuel deliveries.
