Identification of problems
Include the identification of potential issues or problems in the guidelines Include issues relating to transparency, completeness and timeliness Option 1 Mandate for BR review does not include identifying potential issues in fulfillment of target No potential issues should be included in the review report Option 2

Role of LRs and secretariat
Specifying the role of LRs in BR and NC review guidelines Existing institutional arrangements under GHG inventory reviews (i.e. LRs meeting) be extended to BR and NC reviews Enhancing the secretariat’s role in preparing technical review report and taking over some of the responsibilities of LRs

Training for BR and NC reviewers
Training to be designed and operationalized in accordance with relevant decisions of the COP Subsequent assessment of the knowledge acquired after completion of training Secretariat develop training procedures, provide training materials and carry out training activities Offering LRs additional training
