3. Effectiveness and impacts
FEAD is a small fund whose effectiveness can hardly be measured against FEAD overall objective of reducing poverty. What are FEAD “intermediate” results? in terms of e.g.
Empowerment of end recipients?
Raising awareness?
Partnerships and networking?
How do you measure/evaluate them?

What are the factors that hampered implementation? Are these connected to e.g.
Introduction of new measures/programme
organisational regulatory set up?
Distinguish between EU requirements and national ones
How could they be overcome?

5. Effectiveness and impacts
For OPI: do you think accompanying measures are an important dimension of FEAD support? Which should be more prominent? (e.g. absorb a larger share of FEAD budget)
For OPII: How can the scope be modified to improve the effectiveness of social inclusion activities? (e.g. better articulation with ESF operations?)

6. European Added Value
In which concrete way does FEAD add value compared to national anti-poverty programmes (OP I) (G 2) and social inclusion programmes (OP II) (G 1)?
How does FEAD work better/less well than national support? For what type of support and which target groups?
Why has it not been done at national level and will/would it be continued without FEAD support?
In which way does mutual learning contribute to reducing poverty?

How can the legal framework be simplified?
How can the eligibility criteria facilitate access to assistance?
Could FEAD be better delivered via alternative delivery mechanisms or be pooled with ESF?
