4 Framework – definition of work
Four or five forms of "work" Eurostat

5 Absences from employment
Opened up for longer absences still counted as employed depending on payment. Parental leave, […] reduction in economic activity (e.g. temporary lay-off, slack work), […] (i) for these reasons, a further test of receipt of remuneration and/or a duration threshold should be used. Eurostat

6 Underemployment – definition aligned
Those in the reference week who: who wanted to work additional hours; whose hours actually or usually worked in all employment jobs were less than a specified hours threshold; and were available to work additional hours, given opportunities for additional work, within a specified, subsequent period of time. “hours threshold” is based on the boundary between full-time and part-time employment, […] Align the name? Eurostat

7 Potential Labour Force (entrants)
The potential labour force is defined as comprising all those above a specified age who were neither in employment nor in unemployment and who, during the relevant reference period of measurement, were: seeking employment but not available; or not seeking but wanting and available for employment. Almost identical to ESS supplementary indicators definitions. Eurostat

8 Own-production of goods / subsistence farmers – 1
New resolution: All producers of goods mainly for own consumption will be excluded from employment even if parts are intended for sale Current ESS implementation: Producers of agricultural output are considered employed if [it] is intended to be sold or bartered, even if only a small part of it [or if] exclusively for own-consumption and it is an important contribution to the total consumption of the household Eurostat

9 Own-production of goods / subsistence farmers – 2
Currently voluntary whether to include in employment. Should be able to be unemployed. Can the affected countries live with their removal from employment? Eurostat

10 Unpaid trainees / volunteer work / Own-provision of services
Uncontroversial as such, but outside core-LFS topics Unpaid trainees -> for a "youth-SAM"? Volunteer work -> important enough for an own SAM? Own-provision of services -> not for the LFS at all? Eurostat

11 Indicators No upper threshold for neither numerator nor denominator in both employment and unemployment rate. Employment rate= Persons employed (15+) / Population (15+) Unemployment rate = Unemployed (15+) / Labour force (15+) Extended labour force as denominator for potential labour force Eurostat

12 Timeline December 2013: Initial discussion of implications
January 2014: Points of interest handed in by MS April 2014: Written consultation on a number of topics based on previous round May 2014: Implication paper produced by Eurostat June 2014: Substantive LAMAS discussion Eurostat
