Welcome participants to the Range Planning and Practices Workshop Introduce yourself and your co-facilitator. Welcome participants to the Range Workshop for Forest & Range Practices Act. Before getting started, explain the necessary emergency procedures and point out locations of washrooms, public phones or other amenities. Ask participants to turn off cell phones or change them to vibrate instead of ring. Ensure all participants have a copy of the training materials.

Speaker Notes: Welcome Workshop Learning Objectives What range plans are required? What are the contents of range plans? How do I get a range plan? What happens to existing plans? What are the rules & practice standards that must be followed? What are the compliance & enforcement considerations? How do I move from FPC to FRPA? Discuss the objectives of today’s training: Present details of the new Forest and Range Practices Act and the Range Planning & Practices Regulation including why the changes have happened and when the changes are taking place. Help participants understand how these changes will affect range licence holders and their operations in the following areas: Planning; Practices; and Compliance & Enforcement By the end of today's training you should be able to answer the following questions: What range plans are required? (RUP/RSP Level 1 & 2) What are the contents of range plans? How do I get a range plan? What happens to existing plans? What are the rules/practice standards that must be followed? What are the C&E considerations for range? How do I move from the FPC to the FRPA?

Agenda FRPA Overview Objectives & Range Practices under FRPA Refreshment break Range Planning Compliance & Enforcement Summary & Discussion Wrap-up Review the topics that you are going to discuss in this workshop: FRPA Overview – a high-level overview of the FRPA legislation Range Planning – how will the move from FPC to FRPA occur? Objectives & Range Practices under FRPA – rules and practices under FRPA that are common to all, and those that are specific to range. Break – This will be a 20 minute break for snacks and a stretch. Roles & Responsibilities under FRPA – changes in roles & responsibilities in range planning & practices including relationships with First Nations (e.g. consultation) and other timber agreement holders as well as the use of professionals in developing plans and conducting field activities. Compliance and Enforcement – implications in developing plans and performing practices. Summary & Discussion – there will be a half hour scheduled for a brief summary and a chance for questions to be asked. At the end of the day we will have a short wrap-up, and we’d like participants to complete an evaluation form. The information from that form will help the training team identify additional range training requirements.

Speaker Notes: Welcome Results-based Framework Government (“the Minister”) Range Act Agreement Holders Range Act Agreement Objectives and Issues Set By Government Plan Actions & Strategies (RUP/RSP) Conduct Activities (Range Practices) Compliance & Enforcement Monitor To give you a general idea, here is the framework for our workshop: The cycle for all Range Act Agreements consists of the following key steps: Objectives and issues are set by Government to conserve the FRPA values – this will be covered in the FRPA Overview topic. Actions and Strategies are set by Range agreement holders in their plans to meet those objectives and issues– this will be covered in the Range Planning topic. RSP holders must set up a process to monitor practices. (Ref. Sec. 14(3) of RPPR) Range agreement holders conduct their activities to achieve the results and strategies contained in their approved plan, as well as follow the practice requirements contained in the Act and regulation – this will be covered in the Range Practices topics. Monitoring is conducted to ensure that the practices are achieving the results and strategies of the plan. Compliance & enforcement activities are conducted to ensure the plan and the requirements of the regulation and the Act are followed– this will be covered in the Compliance & Enforcement topic. Throughout the workshop we will be reviewing each of these aspects of this Range Cycle in detail.
