1 1st CHEMICAL MONITORING AND EMERGING POLLUTANTS (CMEP) PLENARY MEETING 25th November Slovak Hydrometeorological Institute, Bratislava

2 Task 3.1C: Implementation of “QA/QC” Directive 2009/90/EC
Task with contributions from: EU, JRC-IRMM (Belgium) ISPRA, (Italy) AQUAREF (France) MS shall “comply” with Directive 2009/90/EC by August 2011 (Art. 7, Transposition) i.e. the methods of analysis applied in monitoring water status, sediment and biota shall respect minimum performance criteria as well as delivering quality analytical results. The objective of Task 3.1C is to update WG E on how well/bad MS are managing with the on-going implementation.

3 Task 3.1C: Implementation of “QA/QC” Directive 2009/90/EC
To gather this information, A questionnaire to be sent to the MS (draft already prepared by AQUAREF) Examples / case studies of how specific aspects of the Directive have been tackled to be asked from the MS already ahead with the implementation e.g. How was the “acceptable” level of accuracy and precision defined for the LOQ? (Art.2) How does the uncertainty budget of a measurement at the EQS levels (Directive 2008/105/EC) look like? (Art.4) When a lab is not accredited under ISO/IEC 17025, how does the MS ensure that there is nevertheless an equivalent quality management system in place? (Art.6) What do you think? EQS

4 Task 3.1E: Survey on available PTs, RMs and other QC tools
Task with contribution from: EU, JRC-IRMM (Belgium) ISPRA, (Italy) AQUAREF (France) The objective of Task 3.1E is to inform WG E about the status of presently available QC tools for the laboratories dealing with the implementation of the monitoring requirements. IRMM is working on defining a list of Certified Reference Materials available on the market for the Priority Substances, both as standard (pure substances) and matrix-RMs.

5 Task 3.1E: Survey on available PTs, RMs and other QC tools
The last existing list of this kind was done in the context of the EU FP6 EAQC-WISE project and dates back to 2006. Some anticipations from the on-going survey update: A number of CRMs, (matrix materials e.g. HS-1, marine sediment, SES-1, estuarine sediment) for some of the PS are not produced anymore (Institute for Marine Biosciences, Canada had discontinued the environmental line for anthropogenic compounds as of 31 March 2008). On the other hand, new CRMs have been released by e.g. LGC (UK); JRC, IRMM (Belgium); CERI, AIST, NMIJ (Japan).

6 Name of priority substance Pure compounds/solutions
“New entries” Name of priority substance Pure compounds/solutions Water Biota Sediment Soil Atrazine x Brominated diphenylethers C10-13 chloroalkanes Chlorfenvinphos Chlorpyrifos Dichloromethane Diuron Hexachlorobutadiene Isoproturon Bis(2-ethylhexyl)phthalate Nonylphenols Octylphenols Trichlorobenzenes
