Is it necessary to have a NEPIO if one has a similar organization such as an atomic energy commission?

-` NEPIO is a function to lead the way to achieve milestones 1 and 2, not necessarily an organization.
- It is often beneficial to establish a NEPIO as a temporary, management body, while a nuclear energy commission as a permanent body
- The establishment of the new NEPIO organization might not be necessary when the existing organizations can work.

How the NEPIO has the sufficient authority to coordinate activities?

NEPIO can change its form depending on the stage.
Nominate the senior officials of related organizations as a coordinator
