Identifying & Analyzing Issues: Vocabulary Refer to the reading, “Aspects of Political Behavior”, for the definitions for most of the terms below. For the last two terms we will figure out their meaning together. Write the following words and definitions into your notebook. Give an example for each. 1. ISSUE 2. VALUES 3.CONFLICT 4.POLITICAL RESOURCES 5.INFLUENCE 6.PLAYERS 7. ELITES Be prepared to share your example. Try to come up with one not in the reading.

Issue Analysis ISSUE- is a disagreement about what is worth doing and what is not. EX. Should peace be maintained at any cost? VALUES-are strong beliefs about what is right or wrong, about what is good or bad. EX. Some people value education and believe that funding should not be cut. CONFLICT- is a sharp disagreement or struggle. EX. when individuals argue about how best to use a limited supply of wealth, money for roads vs. money for housing.

Issue Analysis POLITICAL RESOURCES is the means one person has to influence the behavior of others. EX. time, money, votes, control over jobs, control over information, prestige in a group, popularity, intelligence. INFLUENCE is the power to control, or direct, the behavior of others. Ex. write letter to newspapers, and make phone calls to public officials. PLAYER- Any person involved in the issue. Ex- You are a player in the cell phone debate. ELITE- A player who has a tremendous amount of political power or influence to influence the outcome. Ex. Mr. Mondanaro has the final say on cell phones.

ISSUE ANALYSIS Write down your Research Paper ISSUE on the Index card.
Explain the conflict that arises over your issue. Both side of it. Identify FOUR (4) PLAYERS and TWO (2) ELITE that could help you change the view of your opponent on this issue.

Issue Analysis Using your notes from yesterday:
1. Read the article with your group. 2. Identify the Issue at hand. 3. The values of each side of the issue. 4. Identify all the PLAYERS in this issue 5. Identify the ELITE and what resources they have to justify your position. 6. Record the answers on the poster paper for discussion.
