STATISTICAL DATA AND METADATA EXCHANGE What is next? H. Linden Eurostat, Unit B5

2 Further work on metadata harmonisation
Structural Metadata: More ESS standard code lists to be produced and applied in SDMX Data Structure Definitions, in the Reference Database (EuroBase) and in production databases; More SDMX code lists to be released (using ESS code lists) Reference Metadata: Increasing implementation of the ESMS at national level; Increasing implementation of the ESQRS at both European and national level. Cross-domain concepts in the SDMX framework describe metadata concepts relevant to several statistical domains. SDMX recommends use of the concepts outlined below whenever feasible to promote re-usability and exchange of statistical information and their related metadata between national and international organizations. Whenever used, these concepts should conform to the specified names, roles, and representations defined in the SDMX Content-Oriented Guidelines. CDC promote: reusability exchange of data and related metadata Dynamic asset: initial growth, then relative stabilisation expected continuos maintenance 2 2

3 Further work on metadata harmonisation
Eurostat process metadata structure (EPMS): The EPMS describing the statistical business process more in detail has been drawn up; The EPMS is also integrated with the other metadata structures – no metadata produced twice; It is attached to the Eurostat statistical business processes and currently produced case by case when business processes need to be documented. CDC promote: reusability exchange of data and related metadata Dynamic asset: initial growth, then relative stabilisation expected continuos maintenance 3 3

5 Further work on the ESS Metadata Handler
The National Reference Metadata Editor: More and more national producers are added; More and more metadata flows are opened; Later: Incorporation of additional standards (EPMS) The Euro SDMX Registry: New version available in 2nd Semester 2012; Cleaning of the content will be done with the new version; System of global registries to be established; The ESS-MH should be adapted to the SDMX Technical Standards version 2.1 Cross-domain concepts in the SDMX framework describe metadata concepts relevant to several statistical domains. 6 The cross-cutting legislation on processes, standards and metadata
Version 2 of this EP/Council regulation is currently circulated. The EP/Council Regulation and the implementing measures will regulate the ESS metadata standards, i.e. will make the use of harmonised structural and reference metadata compulsory for the ESS (after a transitional period). Implementing measures are Commission Regulations. Several implementing measures for harmonised metadata are planned (e.g. one for the ESMS, ESQRS etc.). We aim go transmit the draft EP/Council Regulation to the Council and to the EP in the second half of 2012. We will start to discuss the content of the implementing measures soon.
