The Origin Pilot Program introduced in 1992
Made Pesticide Disposal free and easy to farmers Register with the PDA and a disposal contractor will come to your farm to pick up your pesticides when your county is chosen for participation Unlabeled chemicals must first be identified at no cost to participant

The Amendments Include non-farmers in pick-ups
Increase liability risks to disposal contractors Shorten registration period by 30 days Encourage possessors of unidentified chemicals to have them identified and disposed of safely

Implications of Policy
Will strengthen policy on paper, but intended to bring legislation into conformance with current practice Social Will protect ecosystems, water supplies, etc. from chemical leakage and spilling or human contact Economic Will increase prices of bids by qualified disposal contractors May increase revenues collected in non-compliance fines

Implications of No Policy
Current non-conforming practices will be restricted Social No more free and convenient pesticide disposal for non-farmers Economic Fewer pick-ups each year Support or Oppose? Support Will decrease public health costs and productivity loss in the future Makes the Commonwealth safer Well-written policy Beneficial to industry, agriculture and environment Oppose Increases costs during budget crisis Increases workload to PDA
