3 Past Collaboration In Lincolnshire, highways “divisions” were like their own authorities and there wasn’t even consistent working across the Authority let alone outside Winter maintenance – fairly insular, no real conversation even with N and NE Lincolnshire 20 Years of MSIG – Lincolnshire was a founding member 10 Years of MHA

4 Incentivised Funding Self-Assessment
Lincolnshire one of the first 2 “band 3” authorities Emphasis on collaboration throughout Work through MSIG and MHA used as evidence for the Self-Assessment Questions 15, 18, and 21 particularly focus on collaboration

5 MSIG/MHA Workshops on Risk-Based Approach
Lincolnshire introduced a risk based approach for response to Highways defects in 2015 MSIG took this on as a project to produce a common approach to support all member Authorities MHA and MSIG have been running a series of workshops around the risk-based approach helping authorities share ideas and develop “strength in numbers”

6 Resilient Road Network
“The Resilience of England’s Transport Systems in Winter” suggested the development of a “Resilient Road Network” in 2010 Referenced in Self-Assessment and new Code of Practice Leicestershire started work on a unified approach which is now being rolled out across all of MSIG Ensures consistency across boundaries and useful for sharing ideas and information

7 Lincolnshire Cross-boundary salting routes – develop better collaboration with adjoining authorities over policies and operations Shared Service with District Councils for Street Lighting Derby Laboratory collaboration Currently working on replacement to Highways Alliance Term Contract – speaking to other authorities and MHA support in considering options

8 Future of Collaboration
Joint Ventures – private companies and local authorities Regional collaboration – Northern Powerhouse and Midlands Engine Incentivised funding post 2020 Shared procurement / property (e.g. winter maintenance)
