Legislative Background
Established in 2007 through HB 2574 Now ORS – Expanded in 2013 through HB Teaching and Learning Network State funded grant, not federal OARs through The Beginning Teacher and Administrator Mentorship Program was established with the passage of HB 2574 by the 2007 Legislature. Funded using General Funds.

Goal The goal is to support research- based mentoring programs that develop and retain effective teachers and administrators. A priority of Oregon’s educational system is to recruit and retain teachers and administrators of the highest quality. As part of this goal, the Oregon Department of Education is issuing grants to support new teacher or administrator mentoring programs as part of a larger induction strategy.

A quality mentoring program…
Ensures an effective transition into a teaching or administrative career; Improves the educational performance of all pupils through improved training, information, and assistance for new teachers; Improves the leadership performance of new administrators through effective training and assistance; Improves professional success and retention of new teachers and administrators; and Ensures intensive, individualized support and assistance for participants. Beginning Teacher = Has taught fewer than 2 school years as a licensed teacher in any public, private, or state operated school. Beginning Administrator = Has been a principal or superintendent for fewer that two school years. More information about Mentor Program best practices is included in Appendix A as part of the RFA.

Important Dates (p.7) August 14, 2013 – Applications due to ODE
August 26, 2013 – Grant Awards announced August 27, 2013 – 50% of funds available Sept. 20, 2013 – Induction Paring Form due Nov. 29, 2013 – Remaining funds available June 16, 2014 – Final report due Applications will be scored between May 3 and May 31, 2012.

Submission Requirements (p.8)
Applications may not exceed 18 pages (excluding Cover Page, Assurance Forms, and Mentor Selection Rubric) The original, plus three (3) copies of the application must be received or postmarked AND submit application electronically by 5:00 PM on August 14, 2013 Hard copies need to be sent to ODE (see page 7 for address information). ODE will request an electronic copy of the RFA upon receipt of hard copies. See “Secure File Transfer Process” on page 8 of the RFA for directions on this process.

Narrative – Project Design (p. 11)
Purpose - Describe the components of the proposed Mentoring Program. Roles and responsibilities Mentor selection rubric (include with app.) Communication Role of administrators Release time Training and PD for mentors and mentees Formative assessment system Please note that applicants are required to include the mentor selection rubric they intend to use as part of their application. At the end of each section, applicants are referred to the appendices included as part of the RFA that can be used as guidance when completing the application: Appendix A: Mentor Program Best Practices, and Appendix B: Standards for Advanced Programs in Educational Leadership.

Narrative – Action Plan (p. 11-12)
Purpose - Outline the goals, related objectives, activities, and indicators. A goal is a broad statement for which measureable objectives are written. An objective is specific and measureable. It describes how and when a goal will be met. An indicator describes how and when you will know whether objectives have been met.

Goal 1: Ensure an effective transition into an educational career for educators new to the profession. Objective Activities Indicators Person Responsible Frequency 1.1 __# of beginning educators receive 90 hours of support from a highly trained mentor during the SY. 1.1.a Beginning educators will meet with mentors a minimum of 10 hours per month. 1.1.a.i Mentor logs submitted no later than the 10th day of each month shall reflect the minimum #of hours Individual responsible for oversight of activity Monthly NOTE: Action plans must also include a line item for evaluation of the mentor program. Page 11 of the RFA includes a more complete example of an Action Plan, including a line item for evaluation.

Narrative – Partnerships (p. 12)
Purpose - Describe how partners will work together to support the mentor and beginning teachers/ beginning administrators. Description of partner organizations Responsibilities of each partner A collaborative process is encouraged to achieve the objectives of the project. Priority points, which will be discussed later, will be awarded to those applications that partner with two or more entities.

Purpose - Describe how the effectiveness of the program will be evaluated. Anticipated impact of program on practice of mentors and mentees Qualitative and quantitative data

Budget Narrative & Worksheet (p. 13)
Purpose - Explain exactly how the funds will be spent. Budget narrative and worksheet should align Costs should be reasonable No more than 5% for indirect costs 20 point maximum On the budget worksheet, please itemize expenditures wherever possible. Include any district matching funds that may be available.

Scoring Guide (p. 41-45) 0 = The required criteria are not addressed
1= The required criteria are partially addressed, but many areas are incomplete, vague or underdeveloped. 3 = The required criteria are mostly addressed, but there are some areas that are incomplete or underdeveloped. 5 = The required criteria are addressed, using detailed and supporting evidence that clearly connect with the entire proposal. Total possible points is 100, with 14 possible additional priority points if the grant becomes competitive due to insufficient funds. Scoring Guide to be used by reviewers is included as Appendix C.

Priority Points (p. 13) If funds are insufficient for all eligible applicants, grants will be based on geographic and demographic diversity and the following additional factors: Documented mentor program(not funded with grant funds) in place during the previous school year Attrition rate of educators Percentage of beginning teachers and administrators Failure to meet AYP High poverty or high minority population Leveraging funds Consideration will also be given based on geographic and demographic diversity. Priority points for an existing mentor program will only be awarded for those programs that are funded using funds other than grant funds (e.g., district general funds).
