Population and Housing Census will be conducted in 2011, according to the Official Statistics Programme ( period) which was approved by the Council of Ministers.
The method of the 2011 Population and Housing Census will be developed based on administrative registers

5. Pilot Study
“Pilot Study” was carried out in Akyurt (a district of Ankara with 25,401 inhabitants) between April 15 – May 3, 2010 (in the district center and affiliated villages).
AIMS OF THE STUDY:
Testing coverage errors in enumeration areas
Determining possible problems in the frame
(Examining the consistency of National Address Database (NADB) registers with the actual situation in the field, especially detecting places that are not covered in the database)
Testing data collection methods (canvasser and householder/self completion method via MoE)
(In this method the questionnaires are distributed to students in their classes according to the addresses they are registered in the system. Then the questionnaires are filled in by households and collected back by teachers. Here, the teachers are responsible for the control and the data entry).

7. Pilot Study APPLICATION PHASES:
First of all, the consistency of NADB registers with the actual situation was tested.
The MoE method was applied
Some of the questionnaires filled in by this method were controlled by visiting the regarding addresses.
Finally the short and long questionnaires were tested by face to face interviews.

8. Pilot Study NADB CONTROL:
For Akyurt district center and 3 villages, 42 enumeration areas were formed which consisted of approximately 200 inhabited dwellings by using NADB.
Field study was carried out with the participation of 42 personnel between April The study consisted of a total of addresses.
Results
It is determined that there are problems
in the existence of address signboards (avenue/boulevard/square/street/building),
in the frame (some addresses in the field do not exist in NAD, some addresses in NAD do not exist in the field)
in type of addresses (housing unit, office, institutional place, governmental building, etc.)

9. Pilot Study APPLICATION WITH MoE:
The method was applied in 17 schools between April 2010.
A total of 219 teachers took part in the application.
By this method 46,1 % of the inhabited dwellings and 57,9 % of the population was to be reached.
Due to incorrect and not updated registeries and questionnaires that were not sent back; 87,8 % of the targeted addresses and 83,7 % of the targeted population was reached.(Total number of addresses that questionnaires were sent is Total number of addresses for which data entry was done by teachers is 2534)

10. Pilot Study
As a result, in Akyurt District; % 40,5 of the inhabited dwellings and % 48,4 of the population was enumerated by MoE method.
After the study, opinions and suggestions of the teachers (including the attitudes/responses of the family of the students) towards the method and questionnaire were taken.

11. Pilot Study FIELD CONTROL OF THE MoE METHOD:
About 14 % of the questionnaires (350 forms) filled in by the MoE method were checked in the field.
Also feedbacks were taken from the households regarding the method and questionnaire.
Results of the Field Control
It is identified that questions were misunderstood or not understood by households that percentage of the questionnaires with errors(missing etc.) is too high
Interest and sensitivity of the households to the study was high because of the data collection method via MoE

12. Pilot Study
Data entry of the questionnaires via web based data entry program was done without serious problems
In terms of budget and organizational aspects it is decided that data collection method via MoE is not reasonable for 2011 Population and Housing Census

13. Pilot Study FACE TO FACE INTERVIEW APPLICATION:
The short and long questionnaires were applied by face to face interview method in 34 enumeration areas.
A total of 708 households were interviewed with short and long questionnaires. Among these 393 were in the district center and 315 were in villages.
Results
This method of data collection is more efficient in terms of respond rates to the question
Some revisions for the questions and questionnaire design should be done for better understanding

Coordination meeting with regional directors were held in June 2010 with the participation of State Minister. Following topics were discussed in the meeting:

Databases which will be established for data dissemination

In the meeting 3 alternative methods were proposed for the census. These are:
1 st Method
Study for the controlling the frame(NAD) and compiling building and dwelling questions is to be done by TurkStat and nedded corrections are to be made by municipalities
1 month field application with one questionnaire including socio-economic and demographic questions to all population

These 3 methods will be analysed and pros and cons of these methods will be evaluated
Methodology for the 2011 Population and Housing Census and also for the Pilot Census (September-October 2010) in 26 regional offices will be decided.
