1 UCET CPD Forum: 6 February 2018
CPD Frameworks in the context of the QTS review

2 QTS proposals: Key points
Apply to new entrants to ITE from Sept 2019 Strength & quality of ITT explicitly recognised QTS (P) to be warded on completion of ITT Full QTS awarded after 2 years in classroom Post ITT, teachers to have access to early career content framework & stronger mentor support Early career content framework to include mandatory & optional components Potential to link to M level

3 QTS proposals: Key points (2)
Extension of 10% non teaching time into second induction year ITE providers might be allowed at act as appropriate bodies Suggestion for career long CPD entitlement and personal CPD records New specialist professional qualifications Badging of CPD Possibility of sabbaticals Whole career progression Ring-fenced CPD funding?

4 UCET response? Broad welcome
Agree with principle of early career development (not ‘content’, as potentially too prescriptive) framework (if funded and responsibilities are clear) Extension of induction period (maybe with tapered non-teaching time) Welcome recognition of M Level study Improved mentoring and coaching Ring-fenced funding CPD entitlement Sabbaticals

5 But… Funding Responsibility for ensuring access
Impact on ITE recruitment All teachers to be covered: QTS requirement reintroduced for all publicly funded schools Quality assurance of CPD Consistency of final QTS assessments

6 Table discussions A (15 minutes)
What are your general impressions of the consultation proposals? What are the key strengths? What are the key weaknesses? Any detailed comments? How should UCET respond?

7 Early career development framework
Building on ITE content framework To possibly include: Subject & curriculum knowledge Evidence-based pedagogy, including subject specific pedagogy Use of and engagement with evidence Behaviour management Use & understanding of assessment Supporting pupils with SEND Managing workload Resilience, conflict management etc

8 Mentoring and coaching
Revision to existing mentor standards Building mentor role into induction guidance Require schools to provide more mentor sessions High quality training for mentors linked to professional qualification and career pathway

9 Post QTS professional development
New specialist professional qualifications (inc. non-leadership) Additional CPD support for teachers in challenging schools CPD badging Post QTS CPD framework Career long mentoring Sabbaticals

10 Table discussions B (15 minutes)
What should be covered in the early career development framework, and are the areas suggested the right ones? What is missing? Which aspects of the early career framework should be: (a) mandatory; and (b) optional How should the early career development framework build on ITE and Stephen Munday’s ITE content framework? How should career long mentoring and coaching support be improved and ensured? What should be covered in any career long professional development framework, and how should it relate to ITE and the early career framework? How can we link the proposed frameworks to M Level, and facilitate equitable treatment across the sector in terms of credit recognition?
