7 President Lincoln’s Plan
When 10% of the voting population in the 1860 election had taken an oath of loyalty and established a government, it would be recognized and allowed back into the Union. Pardon to all but the highest ranking military and civilian Confederate officers. TN, LA, AR Weak, totally dependent on Northern Army for their survival.

8 Wade-Davis Bill (1864) Required 50% of the number of 1860 voters to take an “iron clad” oath of allegiance (swearing they had never voluntarily aided the rebellion ). Required a state constitutional convention before the election of state officials. Senator Benjamin Wade (R-OH) Congressman Henry W. Davis (R-MD)

9 13th Amendment Ratified in December, 1865.
Neither slavery nor involuntary servitude, except as punishment for crime whereof the party shall have been duly convicted, shall exist within the United States or any place subject to their jurisdiction.

10 Freedmen’s Bureau (1865) Provided food, housing and medical aid, established schools and offered legal assistance. It also attempted to settle former slaves on Confederate lands confiscated or abandoned during the war. Called “carpetbaggers” by white southern Democrats.

Agreed with Lincoln that states had never legally left the Union. Offered amnesty upon simple oath to all except Confederate civil and military officers. In new constitutions, they must accept minimum conditions repudiating slavery. Named provisional governors in Confederate states and called them to oversee elections for constitutional conventions.

13 Growing Northern Alarm!
Many Southern state constitutions fell short of minimum requirements. Johnson granted 13,500 special pardons. Revival of southern defiance. BLACK CODES / Jim Crow

14 Black Codes / Jim Crow A set of laws passed to enforce racial segregation. Purpose: Guarantee stable labor supply now that blacks were emancipated. Restore pre-emancipation system of race relations. Forced many blacks to become sharecroppers [tenant farmers].

16 14th Amendment Ratified in July, 1868.
Provide a constitutional guarantee of the rights and security of freed people. Enshrine the national debt while repudiating that of the Confederacy. Southern states would be punished for denying the right to vote to black citizens!

The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any state on account of race, color, or previous condition of servitude. Women’s rights groups were furious that they were not granted the vote!

24 The Civil Rights Act of 1875 Crime for any individual to deny full & equal use of public conveyances and public places. Prohibited discrimination in jury selection. Shortcoming  lacked a strong enforcement mechanism. No new civil rights act was attempted for 90 years!

31 The Compromise of 1877 “Corrupt Bargain”

32 The “Compromise” of 1877 A Political Crisis:
This “Compromise” resolved the disputed 1876 presidential election. Rutherford B. Hayes would become president in exchange for the withdrawal of federal troops from the South and the granting of home rule in the South. This effectively ended the Reconstruction Era and issuing in the system Jim Crow laws.

34 The Homestead Act 1862 A homestead Act allowed any citizen to claim a plot of land, typically 160 acres in size, who pledged to settle and farm the land for at least five years.

The exodusters were African American migrants who left the South after the Civil War to settle in the West.

36 Pap Singleton Born in Nashville, TN 1809 as a slave.
Escaped slavery multiple times. Got land through the Homestead Act in Kansas. 1877 – 1879 he led hundreds of black Tennesseans to Kansas He was the leader of the exoduster movement.

37 While Pap is considered “The Father of the Exodus” he was just one part of a massive movement known as the The Great Exodus or Great Migration. Some 50,000+ black southerns were able to go west.
