Veteran and Disabled Veteran New Hires Performance Rating Definition Value Exemplary (EX) Exceeds the group average by 2 or more percentage points 4 Highly Effective (HE) Exceeds the group average by more than 1 but less than 2 percentage points 3 Effective (E) Exceeds the group average by 1 or less percentage points 2 Needs Improvement (NI) Below the group average percentage 1 Note: Agencies performing at or above 25% Veteran New Hires (10% Disabled Veteran New Hires) automatically receive an Exemplary Rating and should focus on other Veteran employment areas. 8 Automatic Exemplary Ratings
If an agency is performing above: 25% in Veteran New Hires 10% in Disabled Veteran New Hires 25% of Total Veterans On-Board they will receive an “EX” for that element Does not apply to Veteran New Hire Retention Rate Element
