2 Why? EC action from REFIT report Working area 1: Fitness for purpose
Review and, possibly revise, the INSPIRE implementing acts, in particular on the spatial data harmonisation, to take into account the implementing risks and the complexities with the view to reducing them (simplification of requirements). Working area 1: Fitness for purpose Based on requirements for end user applications, reviewing the existing implementing provisions (Implementing acts and guidance) as well as enabling the simplification of use with the view to foster the effective application and, where necessary, open the discussion for revising implementing acts to find solutions which are more “fit for purpose” (e.g. by introducing flexibility or adapting to new technological developments) (“simplification of requirements")

3 How? Analyse obstacles and possibilities for streamlining
Feedback through MIWP action Desktop studies, analysing e.g. issues raised in the past by MIG and MIG sub-groups MS action plans the mid-term evaluation survey and the minutes of the bilateral meeting with MS User surveys, interviews and workshops gather requirements from application developers and potential users Analyse impact (on the existing framework and MS implementations), costs and benefits of proposed actions Propose and implement an action plan

4 How? Proposals for streamlining may include:
opportunities to simplify the requirements in the Implementing Acts and Technical Guidelines, additional guidance (e.g. to reduce differences in implementation approaches), developments of tools supporting INSPIRE implementation and/or usage of INSPIRE data & services setting up an implementation roadmap, based on a tiered maturity model (basic, essential, premium), prioritisation of thematic information requirements and/or levels of governance (national, regional, local), IT mainstreaming of the technical components of INSPIRE (ISO/DCAT; GML/JSON; reuse/endorsement of existing vocabularies e.g. ELF …).
