Mainstreaming of CIP EQUAL results and evaluation of anti-discrimination policies in the Czech Republic Vít Kettner Ministry of Labour and Social Affairs in the Czech Republic

2 Anti-discrimination policies in the CZ ESF programmes 2004-2006
The social exclusion topic makes up a significant agenda of the programmes supported from ESF and from the state budget funds As a part of the ESF programmes in the ( ) programming period projects were supported that were aimed at eliminating of discrimination and preventing of social exclusion in the Operational Programme “Human Resources Development” Measure 2.1 – Integration of Specific Population Groups at Risk of Social Exclusion (174 grant projects; app EUR) in the Single Programming Document for Objective 3 – the Capital City of Prague (120 grant projects; app EUR) in the EQUAL Community Initiative Programme (74 projects; EUR)

3 EQUAL – mainstreaming process
National mainstreaming strategy: implementation regularly monitored/evaluated and strategy adjusted Main strategic tools: National Thematic Networks (NTN) Validation of innovative products Transfer of outputs to (potential) users: Vertical: products delivered to policy-makers (ministries, labour offices, regional governments etc.); feedback mostly positive, but mainstreaming still in progress Horizontal: „inspiration“ for potential new projects (by NGOs, schools, companies etc.) provided by PR campaign; the database of free EQUAL/ESF products (soon available) Conceptual: EQUAL principles (innovation, partnership and transnational cooperation) adopted by new programmes

4 EQUAL – areas of antidiscrimination activities
Projects mainstreamed their outputs/products within 6 NTNs – 6 areas of anti-discrimination activities: A) Difficult (re)integration on the labour market (mostly disabled) B) Business creation C) Social economy D) Adaptability and life-long learning E) Gender equality F) Foreigners/Asylum seekers Work of NTNs mostly positively evaluated: importance of cooperation among projects, experts and policy makers valuable activities and outputs for discriminated groups Some NTN continuation projects proposals already submitted to MA within Calls of OP HRE

5 EQUAL NTNs in the ESF OP HRE MA will transform the Roma WG to the form of NTN, so the national actions are more coordinated and reflect good practice from projects, WG is a part of the international project EUROMANET Some EQUAL NTN continuation projects proposals already submitted to MA within Calls of OP HRE One of them is NTN on Social Economy Promotes new ways of integration Defines of SE principles and elements ESF funds were allocated to the SE on the basis of NTN proposals

6 EQUALity for people with disabilities
Examples of products included into EU mainstreaming database: Supported employment for blind/visual impaired Social observatory – information on accessibility in tourism (in Beskydy Mountains) Education of deaf/hearing impaired in PC graphics Vertical transfer: Rules of communication with deaf people (seminar and multimedia manual) adopted by public administration (Labour offices, etc.) Horizontal transfer: A set of work-rehabilitation products (based on the idea of positive work recommendation) will be used by MoLSA and Labour offices. the job-market website for disabled and employers created on

8 EQUALity for minorities
Examples of successful ROMA outputs: „Ethic Friendly Employer“ Mark (Certificate) Mainstreamed to Labour offices (some awarded by the Mark) and regional governments (development of new project of Ethnic Friendly Institution) Employers themselves required the Mark Award Further dissemination on both CR and EU level System of education for ROMA youth between years (complex work with whole family) Adopted by some regional governments and further disseminated on both CR and EU level

9 EQUALity for other groups
Creation of many more products for various (discriminated) groups: Foreigners/Asylum Seekers Women; 50+ Homeless people; (ex)offenders; etc. All products disseminated/mainstreamed on suitable levels (project, NTN, programme or EU); results differ with particular products PR campaigns: Skin Fashion (ethnic equality) International Day of Equality of Women and Men

10 Anti-discrimination policies in the CZ ESF programmes 2007-2013
With respect to the awarding of funds from ESF in the programming period, the issues related to members of socially excluded communities are solved (among others) by focusing the funds directly on excluded groups of inhabitants by means of: Priority Axis 3 Social Integration and Equal Opportunities of the Operational Programme Human Resources and Employment Support Area 3.2 is focused on the support to social integration of members of Roma communities ( €; 140 projects; persons) Support Area 3.3 is focused on integration of socially excluded persons or persons at risk of social exclusion ( €; 430 projects; persons) the support to socially excluded communities is also included in the OP Prague Adaptability and in the Integrated Operational Programme

Evaluation dealt with the impact of the projects on ALL the target groups advocacy groups, institutions, educational facilities, etc Identification of the currently available impacts of the projects as regards socially excluded Roma communities Evaluation of the overall success of this type of support in the 2004–2006 Programming Period

12 Evaluation of Projects Aimed at the Roma Communities Issues – lessons learned
Evaluation led to a very broad interpretation of the target group, the environment where the mutual relationship between the majority and the socially excluded plays its role, and the tools oriented at changing the situation Success of the short-term or locally generated evaluation may not mirror the real picture of the entire climate change, processes that may have been started and their expected trajectories

13 Evaluation of Projects Aimed at the Roma Communities Issues – main findings
The Global Evaluation Question: To what extent was the support within the 2004 – 2006 system generally successful and why? What strengths and weaknesses of the support may be identified? In the situation when there is no unambiguously accepted starting field that would concurrently be defined in a sufficiently broad manner, it is advisable to support a wide range of subjects with various objectives defined in accordance with substantially different subjects. In this sense, the 2004–2006 support system was selected correctly. Considering the lack of an input analysis and substantiated priorities, it may be said that the variety was a strong point. A weakness is the fact that this general feature of support was not internally structured, especially in regards to the setting of monitoring indicators and also the fact that the outputs and results of these so much differing projects were not continuously monitored and evaluated.

To what extent ESF anti-discrimination policies influence (selected) Member States administrations and organisations involved in the programmes?

22 Suitable methods for evaluating anti-discrimination policies
Desk-research (meta-analysis); study of available literature, reports and documents Case-studies of good practice in selected member states Surveys by means of questionnaires Evaluation Visits - Structured interviews with MA´s and project promoters Focus groups or expert panels
