Learning Representatives in the Royal College of Midwives

2 Learning Representatives
Benefits to RCM members ULR’s will allow greater access to learning opportunities and assist in developing a life long learning culture for members. They will identify learning needs for members and advise on up to date learning opportunities. This will enable members to become actively involved in developing their own professional and personal skills and knowledge. ULRs may find themselves in a workplace where there is currently a strong learning & training culture, eg Practice development, CPD Midwives, here ULRs may find themselves working closely with these people enhancing the work already being done. Midwives who as part of their role are involved in learning and development may find the role of ULR interesting to take on. The ULR role will assist the RCM in building relationships with other NHS unions and forging relationships with Heads of Midwifery (HoMs) and NHS trusts on the workplace learning agenda. A network of RCM ULRs will be created building links across Trusts.

The development of a new category of workplace representatives will hopefully encourage members who may not have wanted to take on the traditional Steward or Health & Safety role but are passionate about learning and development and keen to become more active within the RCM. Under the Employment Act 2002, ULRs have the same rights as all other workplace representatives to time off for carrying out their duties and to undertake training. Unlike stewards and health & safety representatives they must undertake initial training within 6 months of commencing in post. This places a responsibility on the employer to allow them the time off and the Trade Union to provide the training
