Statement Integrity is an important issue in the public sector. Although lower tiers of government have their own responsibilities, also on the issue of ethics and integrity, it is the task of a central government to promote that decentral / lower tiers of government develop a policy on integrity.

Statement 2 Civil servants who are confronted with a serious breach of integrity in their organisation are under obligation to bring this to the attention of the management or to a Confidential Integrity Counsellor. Managers within the organisations of public administration are to protect the identity of staff members who report breaches of integrity ( whistleblowers) within the organisation and are to ensure that this reporting is not detrimental to their positions or careers.
