WP 4 - Revision of Natura 2000 dataflow
EXPERT GROUP ON REPORTING UNDER THE NATURE DIRECTIVES 24 November 2011, Copenhagen WP 4 - Revision of Natura 2000 dataflow State of work & Progress in technical implementation Outlook, incl. links with INSPIRE Sabine Roscher
2
Data transfer formats 1) Structure is defined in Natura 2000 software
2) The export format can be generated by Your own application ReportNet 3) Data upload to ReportNet: Database (mdb) or xml document
3
Address conform with Inspire Data Specs

4
New Address format in xml schema & database
Recommended for all new data entries Inspire conform elements choice free text entry
5
Natura 2000 software releases
Available for download from the Reference Portal Beta-release October Beta-release November Version December Version ?
6
Natura 2000 software ‘Hands-on’ WS
Workshop will be held 1st December in Copenhagen 16 participants (thereof 2 still to be confirmed) (LV,NL,EE,SI,AT,BE,FI,HU,CY, ES, MT and HR ) c) 4 MS informed, that they will not attend (UK,LU,DE,SK)
7
Overview functionalities
1) manage site records 2) import data 3) export data 4) check quality of data
8
Manage site records a) various filters on code name site type
biogeographical region area data site classified species (name, group, sensit.) habitat (type, class) Actions on records add edit duplicate delete
9
(avoid typing error / direct link between code & name)
Edit a site 6 folders corresponding to the 6 main sections of the SDF user friendly navigation e.g. easy to jump from one section to another one site info can be filled in progressively (function ‘save’) species names from selection list (avoid typing error / direct link between code & name)
10
Export a site various warning messages to avoid missing data
validation of data against the xml schema
11
Import data 3 types of format possible (old SDF, new SDF, xml)
- easy process to import the previous SDF format… Imported data
12
Export data 1) as XML document
European Topic Centre on Biological Diversity
13
Presentation of XML data in browser by means of stylesheet (xslt)
14
Export data 2) as MS Access database (mdb)
European Topic Centre on Biological Diversity
15
The new data base structure
16
‘Extended species list’ with codings
Code for all species names used for both, Natura 2000 and Article 17/12 reporting If a species names differs from what is listed in the Annexes e.g. misspellings, old species concept, …) there is always the link to the name in the Annex (‘HD Name’) If synonyms have been used before, they are listed in addition to the accepted name Same species code list will be added to the database template
17
Overview status of INSPIRE themes with major relevance to SDF and Art
Overview status of INSPIRE themes with major relevance to SDF and Art. 17/12 reporting The Inspire Annex III themes are inter alia on Bio-geographical Regions Habitats and Biotopes Species distribution Area management/restriction/regulation zones & reporting units Environmental monitoring Facilities Data specifications (v.3.0) for these themes to be developed until April 2012 Implementing Rules Annex II+III by end 2012/ begin 2013 The Annex I theme on Protected Sites finalised
18
Inspire guidelines Protected Sites (PS)
Inspire guidelines on PS contain elements, which refer to the old SDF Revision of these guidelines is needed in order to avoid confusion However there is no need to change the Implementing Rules for PS
19
Inspire and SDF further procedure
technical consolidation of the data transfer formats for the Natura 2000 data flow with Inspire is useful to be investigated after the decision on the Implementing Rules for the Annex II and III themes (expected for end of 2012) this may not touch the content of the new SDF Practical experience with the implementation of Inspire (such as web feature service) should be taken into account pros/cons of several options for a Inspire / SEIS compliant data flow could be discussed in April 2012
20
Outlook Please use the workshop as opportunity to clarify questions related to the transfer of the data from the old to the new format Need to further improve the validation routines / error messages and warnings Decide whether or not there is a need for a version 2 of the software (e.g. translation of user interface, print information of selected sites)
21
Outlook Switch from old to new format (transition phase I) should be done by 30. September 2012 the latest Give feedback on how information based on Natura 2000 data is shown / used in the BDC and the Biodiversity information system Europe BISE
