What is public administration?
Public administration: is concerned with the management of public programs and public administrators who share commitments of delivering public services not making profits. Public administrators work at all levels of government, both at home and abroad, and they manage not-for profit organizations, associations, and interest groups of all kinds. The main commitment in public organizations is democracy. Democracy: political system at which the interest of people at large prevail. Democracy: political system in which decision making power is widely shared among the members of the society. Democracy: political system in which many ordinary citizens exercise a high degree of control over their leaders.

There are three main values exist in the democratic societies:
Individualism : idea that the dignity and integrity of the individual is of supreme importance. It assumes that achieving the fullest potential of each individual is the best measure of the sucess of each individual member. Equality : each individual has an equal claim to life, liberty, and the pursuit of happiness. Differences in wealth or position are not sufficient reasons for giving one group preference over another. Liberty : citizen of a democracy should have a high degree of self determination (you have the maximum opportunity to select your own purpose in life and the way to achieve it).

Legislative function: parliament (setting lows, public policy, government evaluation). Executive function: implementing rules (minister, public organization). Judical function.

Managerial Approach: related to executive function. Its main goal is efficiency. Efficiency: the ability to use resources in the best way. It emphasizes the management and organization of public organizations It assumes that the management of public sector is like the private sector. Political Approach : related to the legislative function in government. It is more concerned with effectiveness or responsiveness and concerned with assuring constitutional safeguards. The Legal Approach: related to the judicial function, emphasizes how the administrators apply and enforce the law in specific situations.

Why students study public adminstration?
Many students recognize the vast array of positions in government that require training in public administration Other students, whose interests lie in technical fields such as engineering, recognize that at some point in their careers their jobs may involve management in the public sector. As business people or merely as citizens, they are likely to be called upon to interact with those in public organizations. A final group of students, a group overlapping with any of the previous three, might simply recognize the importance of public organizations, the governmental process and the impact of public organizations on their daily lives.
