Standard 5.1 To Lead and Manage in Public Governance University of Delaware as excerpted by the NASPAA Competencies Task Force Delaware’s Definition: To lead and manage in public governance is to exercise a balance between formulating and articulating an accountable, effective vision of practice based on strong public service values with the application of the knowledge and skills for leadership and management needed to carry out that vision across sectors. Program Mission: to provide, diverse, talented graduate students with specific competencies for leadership and management, including the knowledge, skills and values essential to accountable and effective practice. The MPA program contributes directly to solutions to public challenges of our times…The program also seeks to develop relationships with practitioners… Link to Mission: This competency relates to our program mission by helping students: Acquire the knowledge, skills, and values essential to accountable and effective practice; Contribute directly to solutions to public challenges of our times Engaging individuals and institutions in this effort GOAL To lead and manage in public governance MEASURE Demonstrate normative knowledge of the principles of leadership and management: Exercise a balance between formulating and articulating an accountable, effective vision of practice Exhibit strong public service values in experiential learning activities ASSESSMENT TECHNIQUE Direct evaluations Academic, experiential learning and professional practice performance Indirect evaluations Student surveys, graduate follow-ups, focus groups and exit surveys OUTCOMES Strong public service values Effective leadership and management COPRA –INTERIM REORT “The Commission requests information regarding the specific process that the program plans to use in articulating the comprehensive learning outcomes and formulating the assessment tools to measure student achievement.” COPRA DECISION No monitoring on Standard 5.1 SVR: Stage of Assessment Cycle is not complete Program needs to develop more specific measures of learning outcomes for each competency More work to do on operationalizing competencies SITE VISIT REPORT: Standard 5.1 Faculty working group established Outcomes added to syllabi Matrix linking Universal Competencies to Core Curriculum and evaluation instruments Added gateway and capstone courses Timeline for assessment cycle complete
