NAP update context Eutrophication (EO5)
COP 18 in Istanbul, Turkey (2013) - Contracting Parties were requested to: Initiate the process of updating their NAPs with the view to achieve good environmental status through implementation of the LBS Protocol and Regional Plans EcAp based ecological objectives of UNEP/MAP – BC Eutrophication (EO5) Human-induced eutrophication is prevented, especially adverse effects thereof, such as losses in biodiversity, ecosystem degradation, harmful algal blooms and oxygen deficiency in bottom waters Contaminants (EO9) Contaminants cause no significant impact on coastal and marine ecosystems and human health Marine litter (EO 10) Marine and coastal litter do not adversely affect coastal and marine environment

Reduction of BOD5 from urban waste water, 2009 Phasing out of obsolete POPs, 2009 Reduction of inputs of mercury, 2012 Reduction of BOD5 in the food sector, 2012 Phasing out of 10 other POPs, 2012 Marine litter, 2013 and Bathing water standard, 2015

NAP update context Expectations from updated NAPs:
Coherent Programmes of Measures to achieve GES/ goals of pollution related EOs in the framework of the LBS Protocol SAP-MED and Regional Plans A sound policy document based on best available data and applicable methodologies, developed through a participatory, inclusive and consensual process Address capacity constraints Improve financial sustainability select most effective and beneficial measures for updated NAPs prioritise investment projects analyse issues behind delayed financing of the original NAPs and address them assess and improve the use of economic instruments to achieve policy objectives

Methodology (NAP update Guidelines)
Assessment of midterm baseline: pollution loads (NBBs) and concentrations, trends; hot spots assessment; legal, policy and institutional frameworks existing measures socio-economic aspects Identification of gaps (in relation to GES targets, SAP-MED and Regional Plan requirements) Setting of operational targets Identification of potential measures Aggregation and prioritization of measures

Economic analysis in the assessment of midterm baseline
Description of human activities (focus on sources addressed through SAP-MED and RP requirements) Settlements, industries, agriculture, tourism etc: size, scale, significance Costs of degradation (if data available) Value of ecosystem services (if data available) Analysis of economic instruments and financing mechanisms

Economic analysis for the final selection of PoMs
Reasons: Updated NAP portfolio expected to be more complex/ diverse Integrated approach (links between human activities – state of the environment – responses) Improve the funding prospects (financial sustainability of NAPs) Focus on the most efficient (costs, benefits/ impacts) ways to reach GES Tools and approaches: Cost-effectiveness or cost-benefit analysis (alternatively: multi-criteria analysis) Costing of the Regional Plans implementation Good description of socio-economic uses of marine environment

Support and guidance for the NAP update process
Cooperation with Horizon 2020, contributions from Plan Bleu and CAM project; exchange of experiences with the EU MSs Regional level Comprehensive Guidelines (with an annex on economic analysis) Expertise Training/ sharing of experiences through regional meetings and country missions Project prioritization criteria in the process of development National level Institutional set-up (coordination, National Steering Committees, expert/ technical groups) and stakeholders involvement (4 countries) Expertise to help draft the NAPs (Morocco, Algeria, Tunisia, Morocco, Egypt, Israel, Lebanon + Palestine and Jordan; Bosnia and Herzegovina, Montenegro, Albania, Turkey) EU MSs – PoMs developed under the MSFD
