1 Stewart Beach: Planning a New Pavilion for the Next Generation
Park Board of Trustees of the City of Galveston Stewart Beach: Planning a New Pavilion for the Next Generation

2 Beach & Pavilion History
M Slides Beach & Pavilion History: Galveston’s long history with beach recreation – 2 images Stewart Beach being a premier family destination (7/1941) – 4 images Current pavilion (1984) Bonded by the PB & paid for with user fees – 2 before paint Current pavilion – 2 after paint 2017 41 beach access points SB has been a main historical beach access point with amenities & a facility for the public

3 Drainage Issues at the Beach Parks
Why ? Drainage Issues at the Beach Parks A safe and secure facility A facility that can support a half a million guests A facility to house the operations department Improved & expanded amenities Challenges at the existing facility the Park Board conducted a Master Planning Study for the Beach Parks

4 Inefficiencies M Slides Inefficiencies: Ad hoc use of space over time
Varying mechanical systems Added security measures Unprogrammed space

5 Aging Facility Current Pavilion Constructed in 1984
Aging Facility built in the early 80’s: Compromises Structural deterioration Weathering in a corrosive environment Current Pavilion Constructed in 1984 $55-70k Annual Maintenance Expense

6 Working with Rogers Partners
After a master planning process in the Park Board began the conversation of the need for a new facility for the park and the long lead time it would take for us to get there. In January of 2017 Rogers Partners was hired.

7 Vernacular & Climate Designing the project in tune with solar orientation, prevailing winds, its beach front context and the ever present threat of extreme weather creates an opportunity to develop a building that is site specific, sustainable and resilient. M Slides Vernacular & Climate: They looked at the need for shade, protection & ventilation – 3 slides Climate with beautiful sunny days and massive storms Solar orientation and wind direction on site Quote from presentation AND multiple Precedents for Public Places for Recreation and Enjoyment

8 Community Engagement MSlides Community Engagement:
In addition to PB staff, Trustees and City Council PB Community Committees The wider Galveston Community Received feedback on needs/desires through traditional means and social media campaigns

9 Concept / Programming Highlights
Consolidated Park Operations Vertical Promenades of Varying Slopes Natural Ventilation Revenue Generation Multiple Vantage Points M Slides Concept / Programming Highlights: Click through 7 statements High Visibility for Concessions New & Exciting Amenities PPP & Small Business Opportunity

10 Potential Material Palette
M Slides Potential Material Palette: Sustainable materials -- 2 Materials that provide visual interest Examples that provided design inspiration

11 Preliminary Site Strategy
M Slide Preliminary Site Strategy: Existing site components Potential site on axis to Broadway Where I-45 drops into the Gulf of Mexico with Storage Building & VIC up at the Seawall with Bathrooms continued dialogue and collaboration with Texas General Land Office

14 Operations Maintenance & Revenue Study
M Slide Operations Maintenance & Revenue Study: Context – inefficient lacks sufficient revenue generation Vision – make it a premier facility again to support multiple spaces & attractions Program – expand revenue generation & programming Financial Implications – looked at income through admissions, events, concessions, restaurant / café and other income against expense

15 Funding & Budgets Expenditures to Date FY 2018-2019 Budget

16 Additional Considerations
Park Board to continue to drive entrepreneurial revenue Work with local businesses to develop a PPP for the larger amenities in the Pavilion 41 Beach access points across Galveston PPP = vet the PPP opportunities with the local community, what that structure looks like, whether there is interest and what the viability is; especially for the restaurant at the pavilion 1 Beach access point with large scale infrastructure and superior amenities

17 A Vision for the Future CLICK The Park Board is asking City Council to endorse the process to date and authorize them to move forward in the FY year with Architectural pre-design with engineering narratives and schematic design with mechanical/electrical/plumbing systems for a new pavilion; 2) work to identify funding sources for the project and; 3) vet the public private partnerships with the local business community for concession/lease opportunities at the pavilion.
