Dr. Petra Bendel/Kurt Klotzle, M.A. Welcome to our seminar „Failed and Fragile States“! Our agenda for today: Present ourselves – each participant presents his/her neighbour. Presentation of the seminar‘s objectives, material and ideas for a good lecture, presentation of the syllabus Contents: What is a state? What are a state‘s core functions? What is a failed state, where do they exist, and what are possible explanations? (working groups on four different texts) Break Presentation of the results in the plenary and summary Which regions/areas feature the most weak and failing states?

1. Present each other: Names, origin, studies/main interests in studies? Knowledge of our subject or related subjects? Knowledge of international relations? What does he/she expect to learn in this course? What does he/she expect from himself/herself, and what does he/she expect from the others? Why? (Please write down your comments with regard to the questions marked in yellow!)

2. The Course‘s main objectives are:
To introduce us to the question what a state does or should do, and to find out when a state failes to fulfil its core functions? To find out what we might call a fragile or even a failed state. To identify the areas in which fragile or failed states may be found, and to compare them, in order to find out possible explanations. To look for possible answers the international community may give to the problem of failed or fragile states.

What do you need in order to get a „Schein“ in „International Politics“?
Regular presence in the course, read the „required reading“, participate in the discussions Give a lecture in a group of two (or more) persons in English Prepare a written study on the basis of your presentations in class (15 pages), either in German or in English – if you need a Sprachschein, you will have to present it in English; deadline: the first day of the Winter Semester 07/08
