Anne-France WOESTYN European Commission, DG ENV.G4 Luxembourg, 4 December 2007
2
Extraction of natural resources Production and Consumption
Challenges Source Sink Extraction of natural resources Waste disposal Production and Consumption Environment Threats to ecosystem services !
3
Extraction of natural resources
Since 1980, increase of global resource extraction by 36% and could grow to 2-3 times by 2050 Biodiversity: Last 100 yrs human activity caused times more extinctions than would have happened from natural processes
4
Production and consumption
Population growth: 9 billion by 2050 70-80% of environmental impacts caused by cars, food & drink, housing EU environmental technology: €1 trillion to €2,2 trillion by 2020
5
EU SCP political context

Approach Focus on key environmental issues
Take product-based approach: “priority products” Build on existing policy instruments Ensure policy coherence
8
Main challenges Better Products - creating a dynamic internal market for better performing products Leaner and Cleaner Production - increasing the efficiency of EU production Smarter Consumption - changing behaviours
9
Better Products: Improving environmental performance
Options under consideration Framework for Eco-design of products Strengthening the EuP Directive Dynamic Performance Requirements Environmental Product Declarations More dynamic standardisation
10
Leaner Production: Increasing efficiency
Options under consideration Targets: resource & material efficiency, eco-innovation Reinforce eco-innovation & eco-technologies (ETAP) Boost Eco-Management & Audit Scheme (EMAS) Sustainability labelling of imported products SMEs support and advice
