Defence Investor Cell (DIC) was launched by Hon’ble Raksha Mantri in January 2018.
Single point of contact for addressing all queries related to investment opportunities, procedure and regulatory requirement for investment in defence sector.
Acts as an investment promotion and facilitation agency for investments in Defence sector.
Facilitates in process of approval of industrial license, ‘No Objection Certificates’ for export / import.
Provides advisory regarding Offset Policy and Offset Discharge.

3. DEFENCE INVESTOR CELL
Facilitates availability of testing facilities of OFB/DRDO/DPSUs/ Services for requirements of industry particularly for MSMEs.
Provides guidance regarding Defence Procurement Procedure.
Facilitates investors in identifying location for proposed investments.
Facilitates MSMEs/start-ups in identifying outsourcing opportunities with OFBs/DPSUs in the Defence sector.
Provides handholding to start-ups in Defence sector.
Facilitates interaction between the start-ups/MSMEs/investors and the SHQs for feedback regarding requirement of the product being developed.

4. DEFENCE INVESTOR CELL
Works in coordination with Invest India for foreign investors.
Facilitates interaction between the investors/other persons with the Defence Innovation Organisation (DIO) under Innovations for Defence Excellence (iDEX).
Seen enormous response from across the country.
Facilitated resolution of some old pending issues of the Defence vendors.
Handled more than 300 queries since inception.
Average response time is 03 working days.
Average number of days /case closure = 6.8
