1 CDBI Inspection Changes and Insights for 2008
Russ Bywater Engineering Branch 1 Chief, RIV

2 Preview Changes to scheduling for 2008 and beyond
Changes to the IP module for 2008 Overview on implementation (more details in the next presentation from Kelly) Recent issues (OE and IN ) Summary

3 Changes to scheduling for 2008 and beyond
Starting this CY, all CDBI inspections are triennial Reason for the change Other inspections affected in this change CDBI, Fire Protection and DCP/50.59 inspections will now all be triennial inspections. They would like to try to have one of those inspections every year. May take time to get the schedules aligned to accomplish this.

4 Changes to IP 71111.21 for 2008 Current Revision date: 01/31/08
Draft version out for review Major changes are: (1) provide flexibility in selection of samples in categories of components, operator actions, and operating experience; (2) generally preclude re-inspection of items previously inspected by SSDPCs and CDBIs.; and (3) perform CDBIs on a triennial cycle. On website. Even though they might have inspected a particular component in a previous inspection, they may re look at that component. They will go deeper into the component, or because of a DCP change or a power uprate.

5 Overview on Implementation
The sample selection is based on a risk-informed and low margin approach to identify the highly risk-significant components and operator actions at the facility. High Risk items Low Margin items

6 Recent issues (OE and IN 2008-02)
Repeated violations on same issues (OE) Information Notice Safety Culture changes (RIS ) Healthy facilities have good OE programs. Better way of addressing safety culture changes.

7 Summary To have a successful CDB Inspection:
Review the IP and plan accordingly Have a strong Design Margin program Have a strong Corrective Action program Review OE and implement as necessary Review the procedure
