Rules in the House Political divisions are unavoidable in a democracy so there are strict rules in Congress to insure fairness and protect the minority. Congress's rule manual was written by Thomas Jefferson while he served as vice president. To avoid anger and personal grudges one of the first rules is that members must speak only to the leadership or presiding officer. Complete the next sections about House leadership on your organizer.

Speaker of the House The Speaker of the House is the presiding officer and the most powerful leader because they control the schedule and agenda of meetings and refers bills to committee. The Speaker is chosen from the majority party leadership in a closed meeting called a caucus. Paul Ryan is the current Speaker

Majority Leader The majority leader is the Speaker's top assistant.
They help plan the legislative program and persuade House members to move bills through once they are on the floor. The majority leader also has help from the majority whip, they serve as floor assistants that watch how members intend to vote on bills and make sure they are present to vote.

Minority Leader The minority leader is the floor leader of their party. They do not have power over the schedule, but they can organize committee members to slow bills down or move them to the floor. The minority leader also has help from minority whips. They also help track votes and play an important role in making sure everyone follows the party's wishes.
