3. 2017 – 2018 Approved NYS Rules Modifications
Rule Three Point Field Goal Line – Shall read as follows: From the center of the basket to the outside edge of the three-point field-goal line, shall be a distance of 19 feet, 9 inches.
Rule 1-8 – Rule 4–35.7 – Rule 4–56 - Rule – Restricted Area Arc (Secondary Defender) – This rule will not be followed this year.

4. NYS Rules Modification handout
Rule – – Shot-Clock Displays – Shall read as follows – Two visible shot clocks, one at each end of the court. If the shot clocks are not functional, then we will play the game with an alternate timing device.

Rule – Officials’ Jurisdiction – Shall read as follows – For women, all officials shall arrive on the floor 15 minutes before the start of the game. All officials must remain on the floor once jurisdiction begins.

Rule 2-13 – Game with Replay/Television Equipment – Shall read as follows: The officials in any NYSPHSAA Girls Basketball game shall not use courtside television monitors.

Rule 5–6.1 – Length of periods – Shall read as follows: Playing time shall consist of 4 quarters of eight (8) minutes each with one (1) minute intermission between the 1st and 2nd quarters and between the 3rd and 4th quarters. There will be a ten (10) minute intermission between the 2nd and 3rd quarters.

Rule 5–7.2 – End of period (including shot clock interval)... Clarification: the signal for the end of a period or shot clock interval shall be the sounding of the horn for that device and not the numerals on the clock. (0.00)
Rule – Extra periods shall be four (4) minutes in length.

Rule Timeout Format - Each team is entitled to four (4) Full Time Outs (60 seconds in length) and two (2) 30 Second Time Outs. These Time Outs can be used at any time during the game. An additional one (1) 30 Second Time Out will be given to each team for each extra period of overtime.

19. Ejection (4-13.2.b) A player is ejected when she is assessed:
A disqualifying foul

20. Option to Advance (5-14.2)
The team advancing the ball in the last 59.9 seconds of the game may CHOOSE which side of the court to advance the ball.
It is recommended that a 2” by 2” line by extended on the out of bounds side of the sideline 28 feet from each end line.

21. Option to Advance (5-14.2)
Prior to the time out being reported to the scorer, the team granted the time out must now inform officials:
Length of time out
Intent of advancing the ball
Which sideline to make the throw-in spot

22. Rule
After any double foul, simultaneous personal fouls or non-personal fouls by opposing players with penalties of “equal gravity”, play shall resume at point of interruption.

23. Rule and 8-6.6
When opposing players commit fouls at approximately the same time and only one of the fouls is an unsportsmanlike or disqualifying foul, play is resumed with a throw-in by the offended team at the division line opposite scorer’s table.

24. 10-3 Unsporting Fouls Terminology:
Unsporting… refers to a type of behavior which may be penalized by assessing a technical or disqualifying foul.
Unsportsmanlike… refers to a type of CONTACT foul, formerly referred to as a Flagrant 1 Personal or Contact Dead Ball Technical

25. Not a legitimate attempt to make a play on the ball
Rule Unsportsmanlike Foul The following constitutes an unsportsmanlike foul:
Not a legitimate attempt to make a play on the ball
Contact designed to negate an opponent’s obvious advantageous position
Contact away from the ball against an opponent who is clearly not involved with the play, designed to stop the game clock or prevent it from starting

26. Contacting a player making a throw in
Rule Unsportsmanlike Foul The following constitutes an unsportsmanlike foul:
Contacting a player making a throw in
Excessive, hard and/or unnecessary contact against an opponent
Illegal contact caused by the swinging of an elbow that is deemed excessive or unnecessary

27. Rule 10-13 Unsportsmanlike Foul
(FORMERLY Flagrant 1 Personal and Contact Dead Ball Technical)
Penalty: two free throws to any member of the offended team plus a throw-in at the division line opposite scorer’s table.
When an unsportsmanlike foul occurs before the start of the game, play will resume with a jump ball following the free throws***

28. Rule 10-14 Disqualifying Foul
(FORMERLY Flagrant II Personal/Technical Foul
Penalty: Two free throws to any member of the offended team plus a throw-in at the division line opposite the scorer’s table.
When the disqualifying foul occurs before the start of the game, play will resume with a jump ball following the free throws.

29. Rule 10-14 Disqualifying Foul
Terminology:
A disqualifying foul is a flagrant unsporting action by a player or bench personnel.
When it is a contact foul, the contact violent and/or severe.
When it is a non-contact foul, the unacceptable conduct of the individual is judged to be persistent, extreme, vulgar and/or abusive.

30. Rule 10-14.1.b.1 Disqualifying Foul
The head coach and any number of assistant coaches may leave the bench area when a fight has or may break out.
This applies to any non-playing bench personnel (excluding student athletes) who act as peacemakers.

31. Guidelines for Officiating Unsportsmanlike and Disqualifying Fouls
The severity of the contact caused by the fouler.
Whether the fouler’s contact may be considered a legitimate basketball play.
***A foul that is considered a legitimate basketball play may still be ruled an unsportsmanlike or disqualifying foul if other criteria are applicable.***

32. Guidelines for Officiating Unsportsmanlike and Disqualifying Fouls
When the fouler commits a foul with her arm or hand, whenever she winds up prior to contact or follows through after making contact.
The severity of any injury suffered by the offended player.
The outcome of the contact.

33. Rule Equal Penalties
In the same stopped-clock period that follows an infraction, when additional fouls are committed, fouls of “equal gravity” are charged and penalties cancelled in the order in which the fouls occur.

34. Rule Equal Penalties
When the infraction which stops play consists of fouls of “EQUAL GRAVITY” by opponents, the fouls are charged and the penalties cancelled.
When a single foul causes play to stop, that foul may NOT be part of any cancellation of equal penalties.

35. Cancellation of Equal Penalties
All fouls charged and penalties identified.
Determine the order the fouls were committed.
All equal penalties against opposing teams are cancelled in the order the fouls were called.
The right to possession of the ball as part of the last penalty shall cancel any prior rights to the ball.

36. Cancellation of Equal Penalties
Equal penalties may be cancelled only when they occur during the same dead ball period.
When all foul penalties cancel, play resumes at “Point of Interruption.”
When the penalties left to be administered in the order which the fouls occurred.
Play resumes as if the last single UNSPORTSMANLIKE, DISQUALIFYING FOUL was the only foul committed.

37. Rule 9-9 Three seconds
In order for a player who has been in the three second lane to establish a position outside the lane, she must touch the playing court with both feet outside the lane.

38. Rule 9-10 10 Seconds in the Backcourt
A team NO longer receives a new 10 second count to advance the ball into their frontcourt when a team is granted a charged a timeout.

39. Rule a Screening
To set a legal screen, the inside of the screener’s feet may not be wider than shoulder width.
To set a legal screen, the screener must be located inbounds
