Improving Public Representation in Pipeline Safety Proceedings
Goal: Develop group of interested and committed individuals from affected communities, interest groups, and local government to participate in: state and federal rulemakings hearings emergency response planning committees local public awareness campaigns PIPA implementation efforts

Identify and enlist citizen and local government representatives from around the country who have shown leadership or interest in pipeline safety issues Survey to identify current level of knowledge, and any gaps Provide common set of background information

May 2012 gathering: Two days, where we will: discuss the various pipeline safety issues (PIPA, rulemakings, state rules, spill response planning, state siting agencies, FERC,) arenas in need of additional public involvement (state, federal rulemaking, rate cases/pipe replacement, land use, etc.); and develop a strategy to ensure better representation of the public in official proceedings

Follow up after meeting: Arrange easy access to additional materials Maintain communication within group Facilitate communication between group members and regulators, industry Obtain a commitment from each attendee to participate in one pipeline safety improvement effort in some way: Write an op-ed for local paper Attend an emergency management committee meeting Comment on a rulemaking or at a city council meeting Work on implementing a PIPA recommendation
