The Legacy of the First Generation of ESF Learning Networks (LNs)

2 The Legacy A Review Document (TNI-017) to be finalised after this discussion with the Ad-hoc Group Supported by Compilation Documents of: Overviews (TNI-018) – The Achievements, Products and Impacts of each LN; Products (TNI-019) – A more extensive coverage of the products of each LN; Case Studies (TNI-020) – Illustrations of the type of measures or practices that each LN is attempting to promote.

3 Main methods used to promote mutual learning
Study visits Peer reviews Workshops and Seminars Working Groups All LNs provided guidance and structure to ensure that the potential for learning was maximised.

4 More unusual learning methods
The ‘Joint Testing of Tools’ in E&I that was crucial, as the tools were to be applied across Member States; COPIE’s ‘Unconference’ that allowed participants to propose their own topics in the broad themes of policy, research and practice; The ‘Training of Ambassadors’ that was organised by ESF – AGE; RBM’s ‘Scouting Teams’ that regrouped members who want to explore issues together.

5 The Involvement of Stakeholders
ExOCoP involved stakeholders right from the start and then throughout its work programme ESF – AGE held a kick-off for stakeholders and then a Stakeholders’ Conference to showcase its results RBM made use of the expertise and resources held by stakeholders In E&I, a considerable number of HR managers have already taken part in the testing of the employers’ tool The GM CoP built relationships with European-level stakeholders concerned with gender equality

6 The Needs of ESF projects and participants
These were taken on board during: The peer reviews of IMPART; and The study visits of SaviAV, ENYE and RBM. In addition: RBM, E&I and ESF – AGE ran specially designed workshops or seminars for projects.

7 External Evaluation CoPP, GM CoP, IMPART and ENYE commissioned complete evaluations E&I commissioned a mid-term evaluation and ESF - AGE will commission a final evaluation COPIE commissioned an evaluation of its toolkit Each LN in the next generation will be obliged to commission an external evaluation

8 Impact at European Level
COPIE, TNC and CoPP can claim some influence on EU policies BFSE, COPIE, SaviAV and RBM have responded or contributed to Commission Consultations EYNE, ExOCoP and GM CoP have produced recommendations and/or position papers Others like IMPART and ESF-AGE believe that their dissemination strategies or working methods will impact on this level.

9 Impact at National Level
COPIE, E&I, IMPART, ExOCoP, RBM, ESF-AGE and SaviAV demonstrate positive impacts; CoPP and TNC could have significant longer-term impacts in the next programming period; The number of impacts at national level is related to the number of LNs led or joined by the Member State concerned; Those Member States where no impacts are detected were not members of any LN or were only in membership of one LN.

10 Products All of the LNs have produced a variety of tools, resources and publications. Each of the next two slides presents one tool from each of the LNs that is most relevant to ESF Managing Authorities, Intermediary Bodies or Projects.

12 Products 2 ENYE: The Common Reference Framework - the recommendations and findings of the network TNC: ESF Handbook on Transnationality RBM: The Self Assessment Tool GM CoP: The Standard/Managers’ Guide to Gender Mainstreaming in the ESF ESF-AGE: A Guide to Good Practice Management, comprising, in particular, the recommendations for the ESF OPs SaviAV: Vademecum on integrating asylum seekers and victims of human trafficking into ESF actions

13 The Case Study Fiches Some of these fiches, particularly those related to the governance networks, simply describe the operation of one or other of the LN’s activities. Others are descriptions of programmes or projects that: Have featured in the LN’s peer reviews or study visits; Have been presented at the LN’s events; Have ‘inspired’ the work of the LN.
