Historical Mandate Servcons “Rightsizing” programme.
Thubelisha was established as a Section 21 Company in It started actual operations in January 1999. As a ‘Special Purpose Vehicle’ its sole mandate was to: Procure housing stock in line with Servcons “Rightsizing” programme.

Expanded Mandate Thubelisha’s current expanded mandate,
which is derived from a Ministerial letter dated 1 July 2006, is to perform in the following programmes: Upgrading of Informal Settlements Programme (UISP) Unblocking of housing projects Fast Tracking housing solutions for people living in areas of stress by using emergency housing circumstances programme (transitional housing) To be lead developer for Mega Projects piloted by the government.

Expanded Mandate …..continued
The expanded mandate was regretably not approved by Cabinet. This resulted in Treasury not approving our requested budgets, in full, from financial year 2006 / 2007 onwards. This set events in motion which subsequently led to a situation where Thubelisha was trading under insolvent conditions. A ‘lifeline’ in the form of utilizing interest income, on advance payments from Provinces, was approved by MinMec in 2008. This ensured funding availability to cover operational expenditure.
