Background Scottish Government recognises the value of Community learning and Development (CLD) provision to Scotland’s communities and economy s CLD plans came out of strategic guidance for Community Planning Partnerships. The guidance and subsequent regulations put a duty on local authorities to come up with a CLD plan. The guidance states : ‘it is important to be clear about the purpose of CLD. We see it as empowering communities individually & collectively to make positive changes in their community through learning ‘ 2

CLD Plan Outcomes The statutory three year plan shows how Edinburgh will contribute to the two National Outcomes: Improved life chances for people of all ages, including young people in particular, through learning, personal development and active citizenship Stronger, more resilient, supportive, influential and inclusive communities

Where are we now An outgoing CLD Partnership Plan
Locality Improvement Plan –(Draft ) Lots of data which can provide us with indicators of need A rich range of partners A Locality Structure Skilled and knowledgeable workforce and volunteers Relaunch of the CLD Partnership

Context Recognise the excellent work that goes on in our Localities which take forward our statutory objectives We need to ensure we have a CLD Partnership Plan based on: Knowledge of ourselves by ourselves Knowledge of ourselves by others Partnership approach to what we need to achieve Education Scotland will feel assured that we are delivering services based on knowing ourselves, in partnership with key stakeholders and making improvements To reinforce the Lifelong Learning Service’s contribution to this Partnership Plan

What’s the relationship between the CLD Plan and the Locality Improvement Plans?
The CLD Plan will reference the CLD-related priorities in the LIPs The CLD Plan will also focus on how well we are doing and how we know; what works well; and, where there are gaps and how these may be addressed collectively. The progress of the plan will be monitored by the CLD Partnership, which comprises statutory and third sector partners.

What are our next steps Acknowledge and build on citywide and locality priorities Ensure that Partners are part of this process Ensure that the agreed priorities link with Edinburgh Partnership’s objectives as agreed in Locality Improvement Plans - All based on a culture of self evaluation

How will we achieve the next steps
Engagement with service users, third sector and others in creating the CLD plan which reflects the needs of the city and each Locality Staff in Lifelong Learning and partners all playing their part in contributing to creating the plan Making sure staff are supported in knowing why we are providing, delivering or working with the community in the areas that we are Understanding that this is a journey of continuous improvement
