2. Points of discussion from a College Management perspective
Viability: Increasing subsidy and income, especially for smaller disciplines, esp. in the Humanities
Structural issues: cognate disciplines and / or cross-subsidization
Workload issues: balancing teaching load and research; performance management, promotion criteria for academics, research and teaching excellence awards and incentives
The issue of engaged scholarship (also called community engagement at Unisa) to be infused in all the teaching and research collaborations to follow

3. Points of discussion from a College Management perspective (cont.)
The MoU will be finalized by the Makerere CHSS Principal and the Unisa CHS Dean
The MoU will be at a more generic level than the projects identified here, although the identified projects and reports can form part of the motivation for the MoU
The MoU will be at College level and not at institutional level, even though the two colleges may be a conduit to further collaboration at institutional level
Montoring and evaluation will take place at the CHSS Principal and CHS Executive Dean’s level

4. Points of discussion from a College Management perspective (cont.)
Some of the prioritized areas will receive immediate attention and will not wait for the final MoU (cf. next two slides for low-hanging fruits and priorities of 2018)
Each of the projects listed below will have one or more colleagues as champions, with at least one from Makerere CHSS and one from Unisa CHS and they will work jointly by on a concept note for each area for a three-year project, to be submitted to the Makerere CHSS Principal and the Unisa CHS Dean by the end of February 2018

5. Immediate low-hanging fruits for implementation before MoU
Hasifa Kabejja as Makerere CHSS Communications Specialist to be added to CHS Notice so that Makerere CHSS will receive all notifications of events at Unisa CHS; she will screen and distribute to relevant colleagues in Makerere CHSS
Hasifa Kabejja to send a list of all Makerere CHSS management team with their s and portoflios to Dr Zawada, and vice versa
Hasifa Kabejja to send a list of all Makerere CHSS scholars with PhD’s (with their areas of specialization and addresses) to Prof Madise at Unisa CHS; Prof Madise will engage with Unisa CHS academic schools and departments to use Makerere CHSS as external examiners

6. Agreed priority areas for 2018
Joint curriculum conference: to start with arrangements and funding applications for conference to be late in 2018 or early in 2019
Second call for papers for Decoloniality Conference to be sent to Makerere CHSS for participation
Mutual visiting academics’ programme to be implemented to maximize current funding applications such as e.g. from the Mellon Foundation

Background: UNISA is in a new phase of curriculum transformation and Africanization and wants to learn from Makerere; colleagues shared philosophical positions, challenges and achievements; issues around national accreditation agencies and external reviewers

Curriculum review conference (aim for end 2018)

9. 2. Masters and doctoral studies
Background: Both Colleges have more needs than capacity in certain areas
Proposals:
Sharing supervision and co-supervision; need to share capacity and needs so that there can be an exchange
Sharing of external examination capacity
Discussion on standards for doctoral qualifications; external and mutual benchmarking of doctoral programmes
Joint lecturing in M&D cohort workshop programmes

10. 3. ODeL
Background: Makerere is in the process of phasing out their evening programmes but need to retain the working student population, and wants to learn from UNISA

By means of mutual staff exchange, visiting academics
Maximise possible funding, e.g. Mellon Foundation

11. 4. Faculty development
Background: A mutual need for staff development was identified in two main areas (cf. below)
Proposals:
Offer joint Faculty Schools for Continuous Professional Development, in terms of
Curriculum transformation and Africanization
ODeL in the Humanities and Social Sciences
UNISA to retain a number of slots in the Decoloniality Summer School for Makerere faculty

12. 5. OERs & digitization of African resources
Background: Part of UNISA’s drive to become a truly African university is to make African knowledge and epistemologies more broadly available. Sharing expertise in digitizing Hons and undergraduate student work
Proposals:
UNISA Department of Information Science to assist with a project to digitize Hons and undergraduate student work
Identify niche areas of expertise to develop joint OERs for the continent
Makerere: CHSS Deans of Psychology and Languages, Literature and Communication
Unisa: CHS Deputy Executive Dean and Directors of School of Arts, Humanites and Social Sciences

13. 6. Women and Gender Studies
Background: Makerere has a proud history in African Women and Gender Studies; UNISA has an Institute for Gender Studies which can use support Proposals: Makerere CHSS Deputy Principal and Dean of Women and Gender Studies, and Unisa CHS Head of Research to come up with concrete proposals

14. 7. Language and Literature Studies
Background: Makerere is strong in the area of developing an African literature and languages programme and UNISA wants to grow in this area. Both universities have experienced a loss of student numbers and funding for modern foreign languages, and need to work on improving their teaching and research programmes in this area Proposals: Makerere CHSS Dean of Languages, Literature and Communication and Unisa Director of the School of Arts to come up with concrete proposals

Background: Both Colleges have more needs than capacity in certain areas
