3 1. The origin Mai 2000: the European Conference in Lisbon
September 2000: the common decision of the 6 Belgian ministers responsible for the public administrations to organise a conference in October 2001

Exchanging good practices not reinventing the wheel learning from each other Stimulate organisational diagnose by self assessment with the CAF to promote quality management carry out benchmarking: compare with other organisations

Public recognition for public organisations and their staff Involve all institutional levels (federal, regions, communities, provinces ..) in a European process of exchanging experiences

by the application of the CAF (Common Assessment Framework)

Being a public sector organisation Apply the CAF Describe a good and transferable practice on the basis of the results Receive the visit of an external evaluator Be selected by an international jury

64 candidatures of organisations that implemented CAF Presentation of 21 selected good practices in 4 workshops : HRM makes the difference Manage processes and change A better service for the citizen/customer, Quality management and management of quality International experts as keynote speakers 900 participants

In global: very positive experience 1ste contact with SA Check-list of all the aspects of the performance of an organisation Change in organisational culture: open debate on weaknesses - participative management Ready to apply again (already happening)
