Additional Bargaining Sessions with Admin. at impasse then….. Mediation with outside mediator mediator report written on efforts to resolve impasse if still at impasse then….. Fact finding Proceedings take place Appointed fact-finder examines issues in dispute Takes testimony from parties if still at impasse then…. Final Report Parties have 30 days to reach final agreement

2 Additional Bargaining
When Take Place? September 10th to October 15th How many sessions? Up to three (3) additional sessions Scheduled Sessions September 20th, 26th and October 25th What happens after these three sessions? If no agreement is made then move to next step Next Step: Mediation

3 Mediation Who is the mediator?
Agreed upon by the parties and Department of Labor Relations (DLR). Mediator meetings Four sessions prior to December 1st. Scheduled Sessions November 2nd, 9th 15th and 30th Mediator’s role Assist parties in reaching an agreement. May hold joint or separate sessions with the parties. Mediator’s report Written report to the parties and DLR on effort to resolve impasse. If at impasse DLR invokes fact-finding.

4 Fact-Finding Who is the fact-finder?
Agreed upon by the parties and DLR. Fact-finding meetings Three meeting dates agreed upon. Scheduled Dates: December 6th, 7th and 12th Fact-finder’s role Afford each party full and fair opportunity to present issues in dispute. Fact-finder Report due by January 31, 2019 Report presents the findings regarding the issue(s). Recommendation and rationale for each issue.

5 Final Report and Parking Rates
Upon issuance of the Fact-finder’s report Parties have 30 days to reach final agreement What happens not come to an agreement? Parties ask DLR to certify that collective bargaining process is complete. UMB then may implement their final offer.
