Categorize forces identified (Social, economic, legal/regulatory)
Identify threats and opportunities associated with these forces (October)

Trends: Patterns over time
Examples:
Demographic shifts
Funding Changes

4. Forces of Change Assessment
Factors: Specific elements of a particular community that are driving change
Examples:
High Obesity Rates
Proximity to major river or highway

5. Forces of Change Assessment
Events: One-time incidents/occurrences driving change
Example:
Hurricane or extreme weather
